We are currently seeking qualified Program Coordinator candidates to be proposed on an anticipated USAID/Kyrgyz Republic New Civil Society Activity that would work to strengthen civil society and support civic participation in the Kyrgyz Republic. This position will be based in Bishkek, with significant travel to target geographies across Kyrgyz Republic to develop relationships with key local stakeholders. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.

Job Summary:

The Program Coordinator will support and advise technical project staff on various technical fields related to the program (e.g. civil society strengthening, civic engagement, etc.) and help design the strategy and approaches to achieve expected results. The Program Coordinator will provide strategic technical oversight and direction for the development, coordination, and
implementation of complex and diverse sets of interventions to produce the project’s expected outcomes. S/he will ensure that the project provides high-quality capacity building processes and solutions. S/he will report to the Chief of Party and supervise a team of technical officers providing cross-cutting support to the project’s community-level activities. S/he will collaborate closely with the M&E, program, grants, and finance and operations teams.

Essential Job Functions: Duties and Responsibilities:

  • Provide technical leadership in design, development, planning and implementation, and capacity-building of specific technical components of the project.
  • Provide leadership for the program team staff members, ensuring clarity of plans and priorities, encouraging effective teamwork.
  • Develop and maintain collaborative relationships with a wide array of project partners: community activists, youth leaders, CSOs, relevant government agencies, donors, other implementing organizations, FHI 360 colleagues, etc.
  • Develop tools for the design and implementation of technical strategies and project components.
  • Ensure and participate in quality project monitoring, evaluation and learning.
  • Review, analyze and evaluate the effectiveness of programs/projects and make recommendations for enhancements.
  • Represent the organization to external entities at professional meetings and conferences.

Qualifications and Requirements:

  • Master’s degree or its international equivalent in civil society, community
    development or related field. At least 8-10 years of experience implementing civic mobilization, civil society strengthening, and government engagement and accountability, or related fields.
  • Five or more years of technical experience in dealing with multiple stakeholders, specifically on citizen participation, and governance programs, with preference given to experience in Central Asia;
  • Experience in civic participation, enhancing government accountability, and civil society capacity building preferred. Knowledge of the political, social, cultural, environmental, and development context of Kyrgyzstan;
  • Strong written and verbal communication skills in Kyrgyz and Russian required, English preferred.
