The Water and Agricultural Program Officer will mainly manage, guide, coordinate and follow up the programmer’s projects and assist the program manager in managing the program implementation to a high standard supporting the development of the projects locally and regionally and embedding it within regional water and climate change program manager. The Water and Agricultural Program Officer report directly to the water and climate change program manager, while interfacing with other program managers, Program Officers, Finance, Procurement, admin and communication staff of ROWA.
The Water and Agricultural Program Officer is responsible for preparing and management of proposal, work-plans, budgets, progress report, procurement, ensuring quality, deadlines and submission to the donor under supervision from the line manager. He/she will be based in Amman and will be required to travel to projects’ sites and other locations.
DUTIES AND RESPONSIBILITIES
1. Assist, support, and represent the program manager on daily operational work in the program and assure that the implementation of the projects is up to a high standard and meets the donors’ requirements and fully aligns with the IUCN policies and regulations.
2. Represent the Water and climate change program at all donors related meetings as well as attending on behalf of the program manager all relevant meetings and events wherever requested.
3. Assist the program manager in improving the program portfolio through following:
• Identifying new opportunities: projects, partners, approaches, and donors.
• Developing new concept notes, and proposals.
• Networking and opening new channels with the Water and Climate Change-related funding agencies.
4. Manage, guide, coordinate and follow up the water and climate change program projects in close coordination with the program manager, including but not limited to the followings:
• Manage, guide, and oversee the program staff to implement the program projects.
• Set up and follow up the projects’ work plans, budget, procurement plan, and daily operations.
• Oversee procurement and ensure alignment with the procurement plan, allocated budget, and procurement policies.
• Ensure that all activities implemented according to the work plan and allocated budget.
• Ensure that all projects’ activities implemented up to standard and fully meet the Donor requirements.
• Develop all type of required reports to the donor based on his requirement and project agreement.
• Overall supervisions and overseeing the activities of consultants, contractors, and service providers involved in the projects.
• Ensure full coordination with the Donor in all projects stages according to the project agreement.
• Day to day reporting and briefing all issues related to the projects’ work to the water and climate program manager.
• Manage and Follow up the program staff to ensure conducting their duties esponsibilities in a professional and efficient way.
• Assure all activities and daily operation in the program are conducting according to the IUCN’s SOPs, policies, and regulation.
5. Conceptual and technical duties include but not limited to the followings:
• Provide conceptual and methodological guidance to regional water and climate change program.
• Enhance IUCN’s mission in promoting conservation and sustainable use of natural resources, by involving local communities and policy makers in planning and management these resources.
• Contribute to the development of and support the implementation of sustainable natural resource management projects within the regional water and climate change program.
• Support the program manager in the conceptual and methodological guidance of the IUCN regional water and climate change program.
6. Establish and maintain sound and productive working relationships with donors, partners, and stakeholders at different levels including end-users, CBOs, private sector, NGOs and government bodies including but not limited to the followings:
• Strengthen the effective partnership with the program’s donors and partners.
• Strengthen the partnership spirit within the program stakeholders in different governmental and non-governmental bodies.
• Assist in the establishment and management of the regional, national and local network serving the program mandate and vision.
• Ensure that each stakeholder fulfil their responsibilities in the projects according to the work plan.
7. Together with the core team and senior staff of partners, develop project plans, methodology and guidelines that ensure that the projects level interventions are planned and executed effectively and efficiently via a sustainable and replicable model.
• Provide conceptual and methodological guidance to the project that is being implemented as part of the regional water and climate change program.
• Develop a strategy for identifying and building the capacity of stakeholders in relevant fields.
• Field-based activities are efficiently and effectively implemented in accordance with agreed project plans, with the full participation of all project stakeholders.
• All contractual obligations to the donor are met.
• Ensuring that the projects are in line with and fully contributing to the IUCN ROWA strategies and program.
8. Management of the implementation of the pilot projects in accordance with IUCN’s standers and in accordance with the donor requirement.
• Develop guidelines and internalize them among stakeholders to test the feasibility of identified solutions and to demonstrate their implementation.
• Prepare the pilot projects’ work plans, budgets and technical progress reports and present them to the program manager.
• Design and oversee the implementation of the pilot project activities in the field.
9. Contribution to IUCNROWA strategic program.
• Participate as part of the IUCN team in development of the strategic plans.
• Represent IUCN and network with other organization on behalf of IUCN.
10. Performing any other duties as requested by the line manager.
KEY QUALIFICATIONS:
• Bachelor’s degree in engineering, water, agriculture-related fields, master degree and/or PHD are advantage.
• 8 – 14 years’ experience in Projects related to Water, Energy, and Food Nexus.
• Fluent in English speaking and writing
• High communication skills.
• Good experience with the governmental, International, national organization and bodies.

However, in a relatively small organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description.
