Organizational Setting and Reporting Relationship
The position of Principal Operations Specialist is assigned to the Office of the Director General (EAOD) within the East Asia Department (EARD) based at our Headquarters in Manila, Philippines.
EARD is responsible for relationships concerning ADB operations with Developing Member Countries in the East Asia subregion, with other multilateral and bilateral development agencies and other key stakeholders on matters relating to the subregion. EAOD provides overall coordinating assistance to the EARD Regional Management Team; in terms of development of country strategies and work programs, programming of loan, grant and technical assistance projects, portfolio monitoring, coordinating high level knowledge work, coordinating with other ADB departments including regional cooperation and integration and private sector development, and coordinating with external development partners, and overseeing operations of ADB’s resident missions in the People’s Republic of China and Mongolia.
You will report to Advisor, EARD and will oversee national staff (NS) and administrative staff (AS). Additionally, you will report to Regional Head, Operations Coordination for programming and portfolio tasks.
Your Role
As a Principal Operations Specialist, you will be versatile and lead a diverse range of tasks related to economic policy dialogue, ADB internal corporate management support, and quality assurance and business process for planning and programming, portfolio and results management support. You will support the department’s management team in implementing One ADB and One EARD collaboration.
You will:
- Lead and prepare evidence-based policy briefing notes for senior management on contemporary and pertinent economic, financial markets, and fiscal issues and challenges facing DMCs.
- Steer and coordinate high impact economic research with ERDI.
- Lead, prepare and implement technical assistance projects.
- Support the EARD’s knowledge management team in preparing ADB’s high level forums such as the East Asia Forum and the Asia-Pacific low Carbon and Green Development Forum, among others.
- Lead and participate in economic policy dialogue with counterparts from DMCs.
- Work with and support the Regional Head, Operations Coordination with quality assurance and business processes related to planning, portfolio monitoring, programming, results management.
- Work as EAOD focal for relevant corporate level working groups, support coordinating solutions complex, and participate in CMT meetings.
- Represent EARD in relevant Senior Management meetings and provide strategic feedback to EARD management on relevant ADB-wide issues and solutions.
- Undertake related tasks in support of the work of the Country Directors for People’s Republic of China and Mongolia.
- Undertake any other related additional tasks as assigned.
Qualifications
You will need:
- Master’s Degree or equivalent in economics, finance, business administration,, or other relevant fields; or University degree and at least 5 years specialized experience relevant to the position can be considered
- At least 12 years of relevant professional experience, with evidence of an aptitude for strategic, logical, and practical thinking, including international experience working in several countries. Experience should include generating economic policy briefings and knowledge management.
- Thorough understanding of ADB’s or similar multilateral development bank’s policies and procedures for work programming and knowledge management.
- Demonstrated experience in corporate coordination, building effective partnerships, communication, and collaboration.
- Strong interpersonal, analytical, coordination, organizational, and negotiation skills.
- Excellent written and verbal communication skills in English.
