Organizational Setting and Reporting Relationship
The position of (Associate) Programs Officer is assigned to the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission in Islamabad, Pakistan upon hiring.
You will report to the Country Director, PRM and/or designated International Staff.
Your Role
As a/an (Associate) Programs Officer, you will undertake various tasks at the Pakistan Resident Mission (PRM), focusing on country programming, operations, country operations business plans, regional cooperation, knowledge management, government, and donor coordination.
You will:
- Contribute as needed, in the preparation of Country Partnership Strategy (CPS) and the annual country programming exercise.
- Prepare regular reports on the status of the processing of the overall grant and TA program; manage correspondence with the government on various policy matters, grant, and TA approvals.
- Provide support to country programming missions by helping to organize meetings, conferences, seminars, and workshops.
- Participate in discussions with the government on the details of the proposed program pipeline, and follow-up on issues with concerned ministries; and support in-country workshops for key government officials responsible for regional cooperation.
- Provide analytical notes to PRM management on socio-economic and political issues and support the preparation of briefing notes for senior management.
- Support and coordinate activities and operations related to Central Asia Regional Economic Cooperation Program in relation to Pakistan.
- Monitor social, economic, and political developments and current events both at and outside the host country that may have potential relevance to ADB operations in the country, and the Central Asian region through local and international media and other sources in government, private sector, research and academic community.
- Contribute to knowledge sharing activities, data and other inputs for the preparation of sector thematic studies, and act as a focal person to coordinate all co-financed programming operations.
- Perform other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in economics, public administration, or related fields. A relevant masters level degree is preferred
- At least 6 years’ relevant professional experience, including experience in country programming, government relations and donors’ coordination,.
- Previous experience in similar position will be desirable.
- Sound technical knowledge of Government project approval procedures and administrative, political, and development issues specific to Pakistan, particularly regional cooperation issues. Proven ability to handle a multitude of tasks and to adhere to deadlines while producing professional-quality outputs.
- Effective report-writing and communication skills in English

Additional Information
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and residents of Pakistan.
