The Position:
The United Nations Population Fund (UNFPA) Mozambique is implementing its 10th Country Programme cycle, and demands for clear and relevant monitoring of youth, gender equality, SRHR, and humanitarian provincial agendas. Under the provinces targeted by the field office the Monitoring and Evaluation (M&E) Analyst is responsible for: i) systematic and regular data collection, analysis and using appropriate aggregation and results based monitoring (RBM) reporting tools to use the information generated to produce provincial reports and provide advice to the Head of Office; ii) strengthen the M&E capacity of the field office and respective implementing partners (IPS), including active support in work plans preparation and monitoring; iii) develop provincial lessons learned to contribute to donor-reporting and performance improvement as well as to learning and growth of UNFPA Mozambique CO through monitoring and evaluation of results, effectiveness and impact of interventions. The incumbent provides technical support to integrate M&E into UNFPA provincial programming, including integrating provincial data to corporate systems.
The Monitoring & Evaluation Analyst works within an integrated, coordinated, and systems-strengthening approach which is fundamental to the CO and UNFPA’s overall strategy. The incumbent works in close collaboration with the CO M&E team, under the direct supervision of the Programme Coordinator/ Head of Field Office, and under the overall direction of the Assistant Representative, Deputy and the Representative.

Job Purpose:
Under the overall guidance of the Representative and the direct supervision of the Programme Coordinator/ Head of Office in the target Province/s, the M&E Analyst provides technical support in quality assurance for projects and programmes implemented in target provinces and strengthen the M&E capacity of staff and of implementing partners in programme monitoring, evaluation, and reporting for UNFPA field offices in provinces covered by the field office. S/he supports the Coordinator / Head of Field Office in managing the implementation of all-field projects, particularly by ensuring a functional M&E system with robust data collected against the agreed project indicators and used for planning, monitoring and reporting purposes.
You would be responsible for:
Implementing M&E/ RBM system for the UNFPA´s programmes/projects executed in target areas/ provinces:
- Develop and implement the field office M&E Plan for the programmes/projects, in line with the Country Programme and donor-funded project requirements for monitoring and reporting.
- Contribute to the development of provincial/ field work plans and related budget/project proposals, budget analysis, expenditure reports, travel and procurement plans in line with the results-based management and M&E approaches.
- Implement the results-oriented monitoring and evaluation system for the field office: establish the RBM information system for the humanitarian and development field projects, ensuring the completeness and validity/reliability of collected data, and its use for planning, monitoring, evaluation and reporting purposes.
- Monitor the implementation of agreed work plans in the target provinces, conduct periodic field visits to project sites in the districts to assess progress and its quality, review and make appropriate recommendations with respect to project-related and overall programme performance and the use of funds. Support mission follow up actions.
- Provide support to Programme Officers and technical personnel to ensure that they perform their M&E tasks i.e. data collection and reporting on output indicators and results-based field monitoring to assess the quality of outputs and outcomes.
- Provide technical support in preparing quarterly, mid and annual reports for the field office; conduct ongoing analysis and consolidation of programme results in the field.
- Contribute to the preparation of programme-related documents such as internal and external communications & documents including briefing notes, correspondence, replies to questions relating to programme planning and implementation and M&E issues for the field office.
- Promote data visualization strategies that enhance the communication of program data according to the varying needs of targeted stakeholders in the provinces, including project coordination committees.
- Contribute to the development of proposals and develop their M&E frameworks for new programs/projects and monitoring tools, particularly targeting the covered provinces.
- Document lessons learned, best practices and replicable strategies and approaches implemented at field level and actively share and apply knowledge.
Strengthening Monitoring and Evaluation capacity in the areas covered by the field office:
- Provide support to field office Implementing Partners in strengthening their results-based programme management capacity, ensure good quality periodic reports submitted by Implementing Partners, and guide with target settings for annual workplans in line with UNFPA Strategic Plan, Country Programme and Project Documents approved by donors.
- Coordinate with partners to ensure that monitoring systems are properly designed, that data collection and analysis from field visits are coordinated and standardized across programme to feed into programme performance monitoring through the results-based information management system.
- Provide oversight to the implementation of project/ programme recommendations arising from annual NEX Audit and all project/ programme evaluations; develop and implement capacity building plans for IPs in the context of HACT, with due regard to micro-evaluation findings; with a focus on results-based monitoring and evaluation.
Strengthening provincial partnerships:
- Participate actively in the UN and provincial government coordination structures at field office level, and in joint monitoring and evaluation activities, as required.
- Support providing information and data related to the target provinces for UN and corporate system such as Strategic Information Systems tools (SIS) and UNINFO.
- Maintain solid and cooperative working relationships with the Government, UN partner agencies and other stakeholders, and participate in coordination platforms and technical working groups in target provinces.
- Support implementation and monitoring of corporate monitoring and evaluation frameworks, including for humanitarian settings.
Other:
- When appropriate, undertake other job-related duties assigned by the supervisor and senior managers.
Qualifications and Experience:
Education:
Master’s degree in public health, demography, statistics, gender, social development, business administration or other related social science discipline or a Bachelor´s with over five years of relevant experience. A first University Degree in a relevant field combined with 4 ( four) years of professional experience may be accepted in lieu of a Master Degree.
Knowledge and Experience:
- Two years of professional experience in the field of monitoring and evaluation, data management, and/or implementation of sexual and reproductive health programmes/projects.
- Experience in assessment, analysis and monitoring and evaluation of development and or humanitarian projects.
- Social science research experience is an asset.
- Proficient in using office software packages and web-based information management systems.
- Strong and proven skills in excel software management.
Languages:
Excellent oral and written communication and editing skills in English and Portuguese required.
