Description of the Assignment:

Along with the other United Nations Member States, Bosnia, and Herzegovina (BIH) has engaged in the process of implementing Agenda 2030 and the 17 Sustainable Development Goals (SDGs).

Bosnia and Herzegovina have adopted the SDG Framework, a pivotal document for Agenda 2030 implementation in the country. Harmonization of key development strategies across various government levels has followed so to address the targets set within the three sustainable development pathways, namely good governance and public sector management, equal opportunities for all, and smart growth. However, recent global challenges, notably the COVID-19 pandemic and the conflict in Ukraine, coupled with rising inflation and energy prices, have led to setbacks in achieving Agenda 2030.

At the same time, accession to the European Union (EU) is primary political objective. With the forthcoming opening of the negotiations with the EU, Bosnia and Herzegovina is expected to undertake a few important reforms, many of which are complementary to Agenda 2030. Under the EU Growth Plan for the Western Balkans, Bosnia and Herzegovina has defined 42 indicative reforms that require synergies across multiple-government levels and shared competencies.

Considering that localization of the SDG Framework in BIH has already started where authorities at different levels have initiated design and implementation of policies of the agenda 2030 and that these policies will also contribute to the implementation of the Growth Plan, there is a need for a clear overview of actions undertaken under both processes. This review is expected to indicate clear complementarities as well as identify specific sustainable development policies at state, entity and cantonal levels that fall within priority areas defined under the Growth Plan.

For this purpose, two National Consultants (the Consultants) will be hired.

The Consultants will be engaged under the Programme “Translating the Sustainable Development Goals (SDGs) Framework in Bosnia and Herzegovina into sustainable and inclusive growth (SDG2BIH)”, an initiative funded by Sweden and implemented by UNDP BiH in partnership with UNICEF and UN Women as part of the overall support provided by the United Nations to the Bosnian and Herzegovinian authorities in implementing the SDG Framework in the country. In conducting this assignment, the Consultants will closely work with the BIH Directorate for Economic Planning (BIH DEP) that is tasked to coordinate implementation of both agendas (the SDG Framework in BiH and the Growth Plan) and with the UNDP SDG2BIH Programme Team
