Job description

 

Since its default on external debt, the Government of Zambia is undertaking ambitious public financial management reforms in line with its economic transformation agenda. Core challenges in the area of sovereign debt concern the finalisation of the debt restructuring negotiations, the establishment of the Debt Management Office in accordance with international standards to ensure sound debt management practices, the management of fiscal risks emanating from contingent liabilities, the dismantling of domestic arrears, as well as the need for increased transparency of debt statistics. The reform agenda further comprises interfacing the Government’s Financial Management Information System (FMIS) with the debt management system DMFAS. A further area of reform concerns cash management practices and processes to reduce government’s borrowing needs and improve budget credibility. The project Good Financial Governance IV takes a holistic approach, cooperating with institutions on both the revenue and the expenditure sides of the budget as well as Cabinet Office on organisational development and change management.

 

Your tasks

 

  • Provide strategic, organisational and technical advice to the Debt Management Office, the Budget and Economic Affairs Division, the Economic Management and Finance Division, as well as the Accountant General’s Division in the Ministry of Finance and National Planning, Bank of Zambia and State-Owned Enterprises on matters relating to public debt as well as management of fiscal risks and arrears management
  • Develop, implement and monitor concepts and work plans for capacity development, including on-the-job training of government officials (e.g. Debt Sustainability Analysis, Financial Planning and Programming, Credit Risk Analysis, loan contract negotiations, investors’ perspectives, etc.)
  • Facilitate, harness and implement strategic partnerships as well as financial agreements with other multilateral agencies or capacity development institutions on public debt management, such as UNCTAD, MEFMI, IMF-AFRITACs and Worldbank
  • Provide strategic, organisational and technical advice to Cabinet Office in conjunction with the National Institute of Public Administration and other relevant stakeholders on the further development and strengthening of sustainable capacity development related to public debt management
  • Facilitate workshops and provide trainings to the Ministry, Bank of Zambia, State-Owned Enterprises and other key stakeholders on questions of sound debt management
  • Support to the project manager in the preparation and execution of the project budget and monitoring of activities in the output area ‘Fiscal Sustainability’

 

Your profile

 

  • Master’s Degree in finance, economics, and/or public administration
  • Several years of relevant professional experience in sovereign debt management (public sector Debt Management Office, Central Bank, or private banking/ investment experience)
  • Professional work experience in advising reforms in public financial management in a developing country context
  • Strong macro-economic and econometric analysis skills and work experience, including applied knowledge of Debt Sustainability Analysis methodologies
  • Professional experience in German/international development cooperation
  • In-depth knowledge of budget systems in Africa, preferably in Zambia
  • Business fluent in English
