Digital Program Officer

 

The Digital Program Associate position plays a crucial role within the context of the project titled “Youth Economic and Livelihood Empowerment through Green Entrepreneurship and Digital Transformation in Cote d’Ivoire (USD 8.2 million, 2024-2027)” project. This project is primarily funded by the Korea International Cooperation Agency (KOICA) and implemented by the Global Green Growth Institute (GGGI) to enhance digital skills development and promote green entrepreneurship among youth in Cote d’Ivoire. He/she will be responsible for the implementation of digital capacity building programs, the establishment of digital infrastructure, the quality control of the deliverables, and the development of partnerships with key stakeholders. He/she will greatly contribute to achieving these deliverables by leading the design, implementation, and coordination of digital skills development initiatives, fostering collaboration, and contributing to the growth of the digital green entrepreneurship ecosystem in Abidjan.

POSITION SUMMARY

The Digital Program Officer will be responsible for leading the implementation of digital skills development activities aimed at increasing youth digital access and improving their access to green jobs and markets through digitalization. The Program Officer will design and coordinate various activities, including infrastructure installation, curriculum development, training program implementation, mentorship initiatives, and capacity building for students and young entrepreneurs.

PURPOSE
  • Contribute to the development and implementation of digital skills development initiatives.
  • Create pathways for youth to access green jobs and entrepreneurship opportunities through digital platforms.
  • Foster digital green entrepreneurship by providing guidance and mentoring support to green entrepreneurs.
  • Develop and implement training programs to enhance digital skills among youth.
  • Monitor and evaluate the impact of digital skills development activities and provide recommendations for program improvement and expansion.
  • Provide specialized technical expertise and support to project beneficiaries and stakeholders on various aspects of digital transformation, including digital literacy, online entrepreneurship, digital marketing, and emerging digital technologies.
ENGAGEMENT
  • Engage with project team members, including the Project Manager, M&E Officer, Senior Green Entrepreneurship Program Associate, Investment Program Officer, Social Inclusion and Gender Associate, and other team members, to deliver day-to-day activities related to digital transformation and skills development, including providing technical advice, conducting capacity-building sessions, and offering mentorship to beneficiaries.
  • Collaborate with government officials, local communities, and relevant stakeholders to ensure effective coordination and implementation of the digital aspects of the project, including sharing best practices, exchanging knowledge, and aligning strategies.
  • Liaise with educational institutions, training centers, and industry experts to develop and implement digital skills development programs, curricula, and training materials that meet industry needs and support the growth of digital green entrepreneurship.
  • Engage directly with beneficiaries, such as students, young graduates, and entrepreneurs to understand their needs, provide guidance, and gather feedback on digital skills development initiatives.
  • Maintain communication with relevant organizations, industry experts, and academia involved in the digital sector, green economy, and sustainable business practices to foster collaboration, seek partnerships, and promote project objectives.
  • Collaborate with industry experts and academia to stay informed about digital and green sector trends, best practices, and emerging technologies, ensuring program alignment with cutting-edge technology, industry needs and market demands.
  • Actively participate in meetings, workshops, and events related to digital transformation, green entrepreneurship, and sustainable business practices, engaging in discussions, sharing insights, and seeking opportunities for collaboration and partnership.
DELIVERY
  • Conduct a comprehensive needs assessment to identify specific digital skills gaps and requirements among the target groups.
  • Design tailored digital skills development programs that address the diverse needs and aspirations of the beneficiaries.
  • Develop robust and relevant program designs to strengthen the foundation for effective execution.
  • Design a comprehensive digital skills curriculum that encompasses essential areas such as digital literacy, coding, data analysis, digital marketing, and other relevant topics.
  • Ensure the curriculum aligns with industry needs, emerging trends, and global best practices in digital skills development.
  • Enhance the execution of the training programs through well-structured and relevant curriculum development.
  • Oversee the delivery of digital skills training programs, including organizing training sessions, workshops, and practical exercises.
  • Provide guidance and mentorship to trainers/facilitators to ensure effective delivery and engagement of the target beneficiaries.
  • Strengthen the execution of the programs and maximize the impact on the participants through high-quality and engaging training delivery.
  • Assist participants in applying their newly acquired digital skills by providing guidance and support in adopting relevant digital tools, platforms, and methodologies.
REQUIREMENTS
QUALIFICATIONS
  • Advanced degree in a relevant field such as Information Technology, Computer Science, Digital Education, or a related discipline.
  • Preferred at least 7 years of experience in designing and implementing digital skills development programs, preferably in developing countries or similar contexts.
  • Preferred minimum 2 years of experience supervising and implementing the renovation, installation, and maintenance of relevant IT infrastructure
  • Demonstrated knowledge of digital technologies, digital entrepreneurship, green economy, and digital literacy.
  • Proven experience in curriculum development, training facilitation, mentorship programs, and capacity-building initiatives.
  • Familiarity with digital skills development initiatives in Abidjan and Côte d’Ivoire will be an advantage.
  • Strong communication, networking, and stakeholder engagement abilities.
  • Fluency in English and French (both written and spoken) are required.
FUNCTIONAL
  • Designing and coordinating digital skills development initiatives to drive the adoption and integration of digital technologies in various sectors, including green entrepreneurship.
  • Providing technical expertise and guidance on leveraging digital tools and platforms to enhance sustainability, efficiency, and innovation in business models and processes.
  • Facilitating access to digital resources for businesses, startups, and entrepreneurs in the context of digital green entrepreneurship.
  • Organizing and conducting digital skills development programs, workshops, and training sessions to enhance the digital literacy and capabilities of individuals and businesses in the green entrepreneurship sector.
  • Establishing and nurturing stakeholder engagement and collaboration with key players in the digital ecosystem, such as technology providers, industry experts, educational institutions, and government agencies
  • Building a network of stakeholders involved in digital transformation, including digital entrepreneurs, investors, mentors, and innovation hubs, to foster knowledge sharing, collaboration, and support within the digital green entrepreneurship community.
  • Monitoring and evaluating the impact of digital initiatives and activities on the sustainable growth, success of green businesses and the overall digital green entrepreneurship ecosystem.
  • Providing recommendations for program improvement, innovation, and expansion based on market trends, emerging technologies, and the evolving needs of the digital green entrepreneurship landscape.

WORKING CONDITIONS
  • The Digital Expert is an X8 grade level in GGGI’s National salary scale. For the X8 National salary scale, the annual base salary starts from USD 34,137. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
