The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger worldwide and working in 123 countries and territories. The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes to improve nutrition and the overall quality of life of people vulnerable to food insecurity. Since 1 March 2024, WFP has been implementing the 2024-2028 Country Strategic Plan (CSP) to support the Government of the Philippines in i) addressing food insecurity, ii) reducing malnutrition and iii) strengthening the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

  • Strategic outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

PURPOSE OF ASSIGNMENT AND ORGANIZATIONAL CONTEXT:

The WFP collaborates with the Philippine government to expand nutrition-sensitive and shock-responsive social protection programs and to connect smallholder farmers to public procurement opportunities. In the Philippines, social protection programs aim to ensure access to food for millions, particularly in semi-urban and rural areas where smallholders face challenges in marketing their agricultural and fishery products. A key objective for WFP and its partners is to integrate these farmers into the local food systems by linking them to markets and government social protection initiatives. Accordingly, under strategic objective 2, the WFP Philippines CO is committed to assisting smallholder farmers in accessing markets that offer more favourable prices and terms through WFP’s corporate marketplace, Farm2Go, and the broader Smallholder Agricultural Market Support (SAMS) program.

In the BARMM region, WFP collaborates closely with communities and the government to implement an integrated resilience programme through Food Assistance for Assets (FFA) projects that support the transition out of conflict, reduce food insecurity, and develop sustainable and conflict-sensitive livelihood strategies for the re-integration of former combatants and affected populations. The FFA projects are implemented jointly with the BARMM government.

In addition, under the United Nations Joint Central Emergency Response Fund (CERF) Programme on Anticipatory Action (AA), WFP is ready to provide unconditional cash assistance and early warning information to approximately 45,000 vulnerable households across 33 municipalities as early as three days before a severe typhoon hits. Moreover, WFP continues to provide technical and operational support to the government’s new nutrition-sensitive social protection programme, Walang Gutom 2027 through pilot implementation of end-to-end electronic voucher operations targeting 3,000 beneficiaries.

Beneficiaries targeted under WFP’s emergency response, FFA, or social protection programs are registered in the SCOPE system, which is WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from a technical perspective.

In this context, the WFP Philippines CO is seeking a Programme Assistant for Digital Assistance Services (PA DAS). This person will support the Programme team with implementing Farm2Go, SCOPE, and other related DAS activities. The selected candidate will frequently travel within the country, including BARMM, to support ongoing and forthcoming operations. The Programme Assistant will collaborate closely with CO staff, including the ICT and Tech teams.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Assistant (DAS) will directly report to the Programme Policy Officer DAS and receive overall guidance from the Head of Programme.

The Programme Assistant (DAS) will be responsible for the following duties:

  • Support PPO DAS with the preparation of the Digital Assistance Services Implementation Plans (DAS IP) for activities involving digital solutions and oversee implementation.
  • Manage data entry process in the Farm2Go and SCOPE, including data cleaning, deduplication, adjudication, and other necessary actions, ensuring compliance with WFP’s procedures and standards.
  • Support identifying risks associated with DAS and propose solutions and mitigation strategies to ensure effective service delivery.
  • Support PPO DAS with capacity-building initiatives and facilitate knowledge transfer to government entities, NGO partners, cooperatives, and WFP staff.
  • Support the Programme team on the utilization of digital tools by providing technical assistance, and liaising with the Country Office IT unit and Regional Bureau / HQ focal points.
  • In case of emergency response, support SCOPE implementation on-ground along with ICT, providing necessary field-level support to SCOPE users
  • Support in developing or revising training materials in the local language to enhance the skills and knowledge of NGO, government, and cooperative leaders on using Farm2Go, SCOPE, and other digital applications employed by the CO.
  • If necessary, translate the application from English to the local language and test the localized workflows in preparation for the end-user training.
  • Support targeted cooperatives and traders using the Farm2Go app to collect and monitor aggregation data.
  • Provide technical assistance to registered cooperatives and traders using the Farm2go platform in close collaboration with WFP’s technology team.
  • Facilitate using the SCOPE system among partner NGOs by offering support in beneficiary registration and effective data management.
  • Monitor application adoption and provide needed technical support to users.
  • Document success metrics and measure them with regular reporting.
  • Provide data analysis support to the CO and SO colleagues.
  • Document user feedback and present possible improvements to the WFP technology team.
  • Work flexibly and take on additional tasks as may be needed to meet project and programme objectives.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Completion of secondary education is required. A bachelor’s and/or post- graduate degree in technology, project management, communication or other relevant fields is an advantage.

EXPERIENCE:

  • At least five (5) years of progressively responsible experience in managing information technology projects or providing digital solution support.
  • Experience in digital solutions implementation in the Philippines.
  • Experience of working with rural beneficiaries and adoption of easy-to-digest learning techniques for new digital solutions.
  • Experience in the development of training material and application of common training tools and delivery thereof to rural beneficiaries
  • Experience in training facilitation and capacity building
  • Exposure to food, nutrition, or health environment in rural areas
  • Exposure to gender and protection issues at the community level

LANGUAGE: Excellent written and oral communication skills in English and Filipino. Knowledge of local languages (Maguindanao, Hiligaynon) is an advantage.
