The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.
As part of our mandate to fight the three diseases and increase access to quality-assured health products, non-health products and services at affordable and sustainable prices, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.
The Global Fund’s Supply Operations Department, in collaboration across the Global Fund Secretariat, is responsible for the overall management of sourcing, procurement, quality assurance and supply chain related matters, including strategy formulation and implementation, development of policy guidelines and ensure compliances, drive innovation, sustainability agenda and new product introduction, and importantly support country capacity building contributing to a more resilient and agile national health care supply chain.
To implement the Global Fund’s 2023-2028 Strategy, Supply Operations has recently introduced a new operating model to achieve accelerated value contributions to the communities and people we serve more effectively and efficiently.
The Direct Sourcing team is responsible for the Global Fund’s core health product sourcing activities to ensure delivery to meet grant program targets. This includes getting the right products through effective category management, engaging the right suppliers through supplier management, and negotiating the optimal prices through contract management implementation.
The Direct Sourcing team is responsible for developing and implementing sourcing strategies over a wide range of health products. This includes supporting implementation of the Next Generation Market Shaping Framework on health products and managing the sourcing activities for the centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM).
The PPM annual spend of $1.2 billion, which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually, is being utilized by over 60 countries.
The Sourcing team at the Supply Operations Department has a proven track-record of delivering significant value to the Global Fund. The Department has continuously been able to deliver savings through purchasing agreements that allowed the Global Fund to procure the best quality products at the lowest sustainable prices and at the right level of innovation.
The Complex Diagnostics Category Specialist develops and implements global category strategies for the Complex Health Products including Viral Load, Early Infant Diagnostics, Tuberculosis and other co-infections molecular tests. The Category Specialist also guides selected Procurement Services Agencies to develop and implement procurement strategies for Imaging Technologies such as X-rays, Next Generation Sequencing Technologies, Oxygen and Waste Management equipment).
