Qualifications

Purpose of consultancy

To support the elaboration of the UHC Partnership 2023 Annual Report on the basis of contributions from WHO Regional Offices (ROs); and also, to support its final drafting.

Background

The WHO Global Programme of Work (GPW13) calls for more focused and effective country operations working closely with partners, engaging in policy dialogue, providing strategic support and technical assistance, and coordinating service delivery, depending on the country context.

The UHC-P enables WHO to support countries by fostering policy dialogue on strategic planning and health system strengthening; with a focus on non-communicable diseases and health security, and supporting the implementation of related activities through technical assistance to countries.

Deliverables

  • Develop a synthesis of the UHC-P 2023 Annual Report (15 pages).
    Expected by end of the first month
  • Develop a first draft (“draft 0”) of the UHC-P 2023 Annual Report.
    Expected by the end of the second month
  • Develop a second draft (“draft 1”) of the UHC-P 2023 Annual Report that will take into account a first round of comments from WHO HQ and ROs.
    Expected by the end of the third month
  • Develop the final version of the UHC-P 2023 Annual Report, incorporating last comments from WHO HQ, ROs and also donors to the UHC-P Donors.
    Expected by the end of the fourth month

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

  • Advanced university degree in public health and/or social sciences, with a particular focus on the following aspects: health policy and health governance; analysis of health systems; health system; primary health care; universal health coverage.

Experience:

Essential:

  • At least 7 years of experience in the field of health systems and global health analysis.
  • Relevant work experience in an international agency and/or relevant experience of work in the field in low- or middle-income countries.

Desirable:

  • Experience with collaborative projects.
  • Experience in researching complex political, economic and social issues.
  • Knowing WHO procedures and major channels for health systems support to countries will be an asset.

Skills:

  • Advance understanding of key technical topics and related principles on: health systems, health governance; Primary health care, Universal health coverage, and non-communicable diseases, health security, emergency preparedness, response, health system resilience, Essential public health functions, non-state actors and international organization.
  • Excellent organizational and communication skills.

Languages required:

The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level B – USD 350 – 499 per day.
