GGGI Cambodia is hosted by the Ministry of Environment (MOE) and works closely with other line ministries, including the Ministry of Public Work and Transport (MPWT), the Ministry of Industry, Science, Technology & Innovation (MISTI), the Ministry of Economy and Finance (MEF). At the sub-national level, GGGI Cambodia supports the Phnom Penh Capital Administration and municipalities of Kep, Sihanoukville, Suong, Bavet, Battambang, Siem Reap, and Kampong Cham. The program’s focus areas include sustainable energy, waste management, green mobility, and green innovative financing, aiming to facilitate green city planning, promote the diffusion of green growth concepts and tools, and support the creation of bankable green city projects that enhance climate change resilience and improve the livelihoods of urban poor populations.
The Royal Government of Cambodia (RGC) has recognized the need for action and has developed its Nationally Determined Contribution (NDC) in 2020. The NDC sets a target of reducing emissions by 27% compared to a business-as-usual scenario by 2030, estimated at 11,600,000 tons of carbon dioxide equivalents (tCO2e)[1]. The priority sectors for mitigation action identified in the NDC are energy, transport, manufacturing, and energy efficiency in buildings, all of which are crucial for creating sustainable cities.
To achieve its climate goals, Cambodia requires substantial financial resources. The estimated cost for mitigation actions is over US$ 5.8 billion, while adaptation actions require over US$ 2 billion. The funding will primarily be used
for infrastructure, water, and agriculture projects. To access these funds, Cambodia needs to strengthen its capacity to mobilize climate finance, both from national and international sources, in line with Article 6 of the Paris Agreement.
Cambodia has limited access to climate finance due to the absence of a Direct Access Entity (DAE) accredited by the Green Climate Fund (GCF) with on-lending and/or blending fiduciary functions coupled with the limited capacity of in-country key stakeholders (National Designated Authority (NDA), nominated direct access applicants, and other private sector actors) in accessing climate finance, developing and implementing robust climate projects, as well as the absence of information and understanding on country’s readiness needs.
The Global Green Growth Institute (GGGI) is playing a key role in facilitating access to Green Climate Fund (GCF) resources for NDA in Cambodia. This can be achieved through supporting the Royal Government of Cambodia (RGC) in identifying the capacity development needs and providing the necessary support to develop GCF readiness project to enhance their capacity. Against this backdrop, a capacity needs assessment is essential for developing effective Green Climate Fund (GCF) multi-year readiness projects. This assessment identifies the specific gaps and strengths within a country’s institutions and systems related to climate action. By understanding these needs, tailored strategies can be designed to build the necessary capacities, ensuring effective project implementation and sustainability. Additionally, this assessment aligns projects with national priorities and enhances the country’s ability to access and utilize GCF funds efficiently, ultimately fostering a more resilient and adaptive climate framework.
This Terms of Reference (TOR) outlines the scope of work, deliverables, and qualifications required for an individual consultant to support the project team in conducting the readiness needs assessment for the Royal Government of Cambodia and developing the multi-year readiness Proposals to be submitted to GCF.

As part of its commitment to supporting Cambodia’s green growth agenda, GGGI seeks an individual consultant (the “Consultant”) to join its Cambodia country office. The Consultant will play a vital role in assessing Cambodia’s readiness to access funding from the GCF and in developing proposals for climate projects aligned with national priorities.
The Consultant will contribute to strengthening institutional capacities, facilitating the integration of climate priorities into key economic sectors, and will work closely with the Ministry of Environment (MOE) as an NDA, development partners, financial institutions, relevant line ministries, and GGGI country teams and experts at GGGI’s headquarters proactively and independently.
