JOB DESCRIPTION

Org. Setting and Reporting
The incumbent of this post reports to Deputy Head Field Finance Office.
Responsibilities
The incumbent: 1. Oversees Budget operation in the Field assigned for Programme Budget and External Grants to ensure conformity with the Agency’s instructions and allocated funds by performing the following related duties: – Supervises the review and checking of budget estimates and subsequent adjustments; – Manages the reporting and monitoring of budget data to ensure implementation of procedures related to control of budget, and monitoring of expenditure; – Prepares forecasts, evaluation reports and consolidates related estimates; – Certifies availability of funds and issues sub-allotment advices on Imprest Funds. 2. Plans, leads, monitors and evaluates the work of the staff assigned; provides technical guidance and ensures that the staff are sufficiently trained to perform their functions; supervises or conducts training sessions as required. 3. As part of the Field Finance management team, contributes to the development of the annual work plan, guidelines, monitoring and evaluation tools as well as revision and improvement of relevant processes and systems, Field specific manuals, instructions and operational procedures in line with the general ones issued by headquarters. 4. Oversees the budget preparation process and coordinates with expending officers and related staff on required corrective actions; circulates Headquarters budget instructions and ensures timely submissions of budget estimates. 5. Reviews on monthly/quarterly basis the budget and expenditure data, reports and follows-up on significant variances; adjusts and controls budget reserves and participates in the quarterly budget reviews. 6. Validates and ensures proper Work Breakdown Structure/Element (WBS/WBE) are adhered to in the following and similar transactions under his/her authorization, and monitors correct monetary values are reflected in related: Hard Commitments (HCs) and Soft Commitments (SCs), Purchase Requests (PRs), Purchase Orders (POs), and Payroll monthly runs; analyzes and raises the obligation documents; reconciles/analyzes on monthly basis the obligation status reports with budget and expenditure reports; analyses budget reports to explain variances and makes relevant recommendations on operational and administrative matters as necessary. 7. Monitors, maintains, and reports on External Grants in coordination with the Field Projects Office and advises Divisions Heads on the status of external grants; compiles and verifies budget statistics and other related financial information as required; drafts correspondence and prepares reports and statements related to his/her functions. 8. Advises Head Field Finance Office /Deputy Head Field Finance Office on budget matters including preparation of Annual/Biennium budget and takes corrective action; Acts as Deputy Head Field Finance Office in their short term absence and as requested by HFFO. 9. Verifies, enters, and retrieves budgetary data in the finance system; produces and distributes on monthly basis budget and expenditure computer reports to Field’s divisions and offices. 10. Performs other duties as may be assigned by the supervisor.

Education
A first university degree from an accredited educational institution in accountancy, finance, business administration or related field, including course work in advanced accountancy and financial management systems.

Work Experience
At least six years’ experience in finance or accounting office of a large governmental, international or commercial organization in a computerized environment with a financial management information system, of which three years should be at supervisory level.
