About this position

The Fiscal Management Division (IFD/FMM) supports the efforts of national and subnational governments in Latin America and the Caribbean region to strengthen fiscal policy and management to foster economic growth and reduce inequality and poverty. We are looking for a fiscal expert who will take an active role in all knowledge activities of the division and who will participate in policy dialogue, technical assistance, and lending operations with member countries.

Our main areas of work are tax policy and administration, public expenditure policy and management, subnational fiscal policy and management, fiscal sustainability as well as macro-fiscal policy and fiscal transparency.

What you’ll do:

Knowledge activities

  • Lead the development of new opportunities to further the knowledge agenda, including in tax policy and administration, fiscal policy, expenditure management and fiscal institutions, both at the central and subnational levels.
  • Coordinate and/or review and evaluate the academic work of internal and external researchers (consultants and research institutions hired by the IDB), ensuring adherence to the highest standards of quality.
  • Conduct applied research and policy analysis to support IDB operational activities.
  • Lead the implementation of the multiannual knowledge agenda of the Fiscal Management Division, considering institutional priorities, client demands, operational projects, and existing knowledge gaps in the region.
  • Contribute in the design and implementation of internal programs to disseminate research products and strengthen the technical capabilities of personnel through conferences, publications, and seminars. Facilitate synergies between knowledge generation and communications efforts.
  • Build networks for disseminating research findings, promoting cooperative research initiatives, and discussing policy issues within and outside the Bank. Establish partnerships with academic institutions, private entities, and other agencies producing knowledge related to our work for joint research. Represent the Fiscal Management Division in conferences, workshops, and public forums, either as a speaker or panelist, to share expertise and disseminate research findings.

Technical Dialogue and Lending operations

  • Lead and/or participate in the design of lending operations (e.g., investment, credit lines, policy and results based) to support fiscal reforms.
  • Collaborate in the implementation of fiscal projects throughout the project cycle, promoting innovation and the effectiveness of our interventions.
  • Provide technical input to policy dialogue with country authorities to improve fiscal policy at national and subnational levels.

What you’ll need

  • Education: Master’s degree (or equivalent advanced degree) in engineering, economics, public policy, technology, or other fields relevant to the responsibilities of the role. PhD in the same areas preferred. Proven track record on high-impact research and evidence-based knowledge translatable to policy advice.
  • Experience: At least 6 years of practical experience in technical positions in academia, governments, consultancy and/or international organizations analyzing fiscal issues. Research and policy papers on public finance related topics will be required, as well as some experience in leading fiscal modernization projects, and a sound understanding of fiscal policies. Candidates should be familiar with best international practices in fiscal institutions. A good understanding of and experience in the use of technology in modern fiscal management is also key.
  • Languages: o Proficiency in English and Spanish, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Requirements

  • Citizenship: You are a citizen of one of our 48-member countries. We may offer assistance with relocation and visa applications for you and your eligible dependents.

Type of contract and duration
