JOB PURPOSE

To perform and support mainstreaming of protection and strengthening the Accountability to Affected Population (AAP) mechanism in accordance with WFP corporate guidance and standards.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Programme Policy Officer-Protection and AAP, in Cox’s Bazar Office the incumbent will be responsible for completing these responsibilities, but is not limited to:

  1. Act as a point of contact in conducting protection analysis, flag up the protection concerns to management and coordinate with field protection focal for mitigation.
  2. Address protection referrals including the hotline cases, update the referral tracker and analyse the quarterly and yearly referral trends.
  3. Maintain the protection tracker with findings related to protection concerns from different studies and reports by updating monthly. Additionally, maintain an online drive for all the resources/documents to ensure data driven support to the team as asked by the supervisor.
  4. Support in reviewing the M&E tools to incorporate protection and AAP indicators as well as conduct follow-up survey to further dig/complement the PDM/OSM result.
  5. Support in NGO capacity assessment, yearly partner performance evaluation, proposal review and PSEA capacity assessment exercise.
  6. Support in 16-days of activism campaign (Human Rights Day) for awareness raising against gender-based violence and International Women’s Day to promote gender equality.
  7. Support in developing IEC materials, messaging package, training module, conducting training for CP and WFP staffs. In addition to that contribute to project proposal, SOP/Concept notes, reports, and briefing notes as delegated by supervisor.
  8. Represent WFP in inter-agency coordination platform, adopt the strategic guidance and collaborate to mitigate the protection concerns affecting WFP operation.
  9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: University degree in Social Science, Law, Development Studies or an other related field

WORK EXPERIENCE: At least five (5) years of experience, with two years of relevant experience in humanitarian or development programmes. Individuals with experience in Protection, AAP, Gender, PSEA and Inclusion in humanitarian settings will be preferred.

LANGUAGE: Fluency in both written and spoken communication in English and Bangla. Proficiency in Rohingya or the Chittagonian dialect would be an advantage.

OTHER SPECIFIC JOB REQUIREMENTS

  • Flexibility, including travel on different programme sites of WFP and in challenging and difficult environment.
  • Demonstrates openness to intensive mentoring support with a view to taking over responsibility for protection, gender, and disability inclusion in the entire Cox’s Bazar operation.
  • Analyze the field findings with gender and inclusion aspects and come out with practical recommendations to inform programmes and cooperating partners to consider into programme implementation and future interventions.
  • Support to organize quarterly catch-up event with programme unit, protection from different unit of WFP.

KEY SKILLS

The incumbent must demonstrate:

  • Excellent communication, research, written and oral presentation skills.
  • Team spirit and excellent interpersonal relations.
  • In-depth and operational understanding of integrating protection, gender equality, women’s empowerment, accountability to affected populations, disability inclusion, sexual and gender-based violence, PSEA, conflict-sensitive programming, and humanitarian principles into humanitarian assistance.
  • Strong analytical, writing and communication skills.
  • Sound knowledge and skills in training and facilitation, including adapting materials for the audience. Client orientation with excellent interpersonal and team skills, including mentoring skills. Cross-cultural sensitivity. Knowledge of UN system policies and functions of protection-mandated agencies.
