VIETNAM: GREEN?, SOCIAL, AND SUSTAINABLE (GSS) BOND CONSULTANT

POSITION SUMMARY

We are seeking a dedicated Green, Social, and Sustainable (GSS) Bond short-term / deliverable-based Consultant to join our team in Viet Nam. The successful candidate will collaborate with GGGI clients and partners to facilitate GSS bond issuance transactions. This role is integral in supporting banks and corporations in their efforts to issue GSS bonds, requiring close coordination with multiple stakeholders.

Key responsibilities, but not limited to, are the following: (1) Technical Assistance: Provide expert guidance on the framework for Green, Social, and Sustainable (GSS) Bonds, including pre-issuance and post-issuance verifications; (2) Stakeholder Coordination: Manage and coordinate the second party opinion (SPO) process for transactions, ensuring all parties are aligned and informed; (3) Documentation and Case Studies: Prepare detailed case studies and documentation for each transaction, highlighting the process and outcomes.

*Note: GGGI may hire more than two positions under this ToR.

PURPOSE

GGGI, in partnership with the Government of Viet Nam and the Government of Luxembourg, is implementing the Viet Nam Green Bond Readiness Program (the “Program”) to support the development of a green bond market in Viet Nam. Specifically, this Program aims to (i) enhance regulatory framework for green bond development, (ii) improve capacity and knowledge of Viet Nam government officials and market participants in green bond issuance, and (iii) increase green investment through pilot issuance.

This assignment is related to “(iii) increase green investment through pilot issuance”. Under this scope, GGGI is providing tailor-made technical assistance to private sector to enhance their capability in issuing GSS bond and delivering the green transition. In this context, GGGI is looking for Sustainable Finance Consultant(s) who can assist GSS bond transactions for financial institutions (FIs) and/or non-FI firms in Vietnam.

ENGAGEMENT
  • Coordination: Collaborate with GGGI and market stakeholders to deliver technical assistance services for GSS bond issuers selected by GGGI.
  • Technical Assistance and Advisory: Offer expert advice to GSS bond issuers on developing GSS bond frameworks following international best practices (e.g., ICMA Green Bond Principles), including pre-issuance and post-issuance verification plans and the use of proceeds.
  • Stakeholder Engagement: Work with external stakeholders, such as second party opinion (SPO) providers, underwriters, and credit rating agencies, to provide comprehensive advice to issuers (if applicable).
  • Capacity Building: Provide technical inputs to GGGI, government, and project stakeholders throughout the engagement process to enhance their capacity for sustainable bond issuance plans (if applicable).
  • Participation: Attend project-related meetings and conference calls as requested by GGGI.
  • Reporting: Deliver timely reports and updates to GGGI to ensure transparency and progress tracking.

Note:

  • The Consultant shall submit all reports electronically, compatible with Microsoft Office applications.
  • All deliverables must be in English.
  • All submissions require approval from GGGI.

 

REQUIREMENTS

1) QUALIFICATIONS

  • Education: Minimum Bachelor’s degree in Finance, Economics, or other related fields. An advanced degree in Finance, Public Administration, Economics, Sustainable Development, or other relevant fields is a plus.
  • Experience: At least 7 years of professional experience in banking or investment banking.
  • Expertise: Proven track record in green finance and sustainable financial instruments (e.g., bonds, grants, debt, guarantees, and equity). Technical understanding of GSS bond frameworks, sustainable finance taxonomies, green banking, or ESG integration for banks and non-bank institutions is a plus.
  • Knowledge: Excellent understanding of the technical and organizational framework of Viet Nam’s financial and regulatory system.
  • Skills: Strong cooperation and networking skills across various actors, institutions, and personalities.
  • Language: Fluency in written and spoken English and Vietnamese is required.
