The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Senior Project Officer, Capacity Building based in Ho Chi Minh City and focused on the following tasks:

Main responsibilities:

  • Develop and implement a comprehensive plan for strengthening the capacity of community-based organizations and work both independently and with other project teams to implement.
  • Assess the current capacity of community-based organizations using an available suite of tools.
  • Support organizations to meet project and donor requirements for funding including appropriate financial and management systems.
  • Develop and implement capacity building plans that will help them to improve their service delivery, operational sustainability, and financial sustainability.
  • Work closely with other project teams to ensure that organizations capture and use data to inform improved service quality and capacity building.
  • Monitor and evaluate the progress and outcomes of capacity building activities, using regular assessments, site visits, performance indicators, and data analysis.
  • Build partnerships with other USAID implementing partners to strengthen national community-driven HIV service provision.
  • Contribute to knowledge management and project reporting efforts.
  • Represent EpiC Vietnam in various forums.
  • Perform other relevant duties as assigned.

Requirements:

  • Bachelor’s degree in business administration, public health, finance, project management, social sciences or related field; advanced degree preferred
  • Minimum 5 years of relevant programming experience. Experience supporting small organizations to grow and become sustainable especially in finance, human resources, planning, and income generation; experience with provincial health authorities is an advantage
  • Professional experience working with men who have sex with men, transgender persons or other vulnerable populations preferred
  • Demonstrated ability to build and maintain relationships with a wide array of organizations
  • Strong organizational skills and ability to prioritize
  • Excellent written and oral communication skills in Vietnamese, proficiency in English an advantage
  • Experience implementing projects with USAID funding
  • Ability to travel as needed
