The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Senior Project Officer, Provincial Engagement based in Can Tho, Ho Chi Minh City, or Kien Giang and focused on the following tasks:

Main responsibilities:

  • Develop and maintain relationships with provincial authorities and community representatives in designated provinces and communicate project’s priorities to partners and the government to ensure they are aligned with the government’s guidelines and plans.
  • Work with provincial authorities to access key HIV epidemic data and liaise with the monitoring and evaluation team to analyze that data to inform project interventions.
  • Convene a team of provincial, site, community-based representatives, and project resources to monitor the HIV epidemic and project activities in assigned provinces.
  • Identify technical assistance and demand generation priorities within each province and work with colleagues and external experts to fill those gaps.
  • Understand, explain, and inform national guidance on a public health cluster response and social contracting.
  • Serve as the project representative in province of residence to support a variety of project activities.
  • Work with technical experts to execute on technical priorities including training on HIV service provision, demand generation, and data use for decision making.
  • Develop or inform training materials and national guidelines on public health cluster response.
  • Work closely with colleagues to ensure timely and accurate flow of data to inform interventions.
  • Help community-based organizations in assigned provinces meet provincial authority expectations to develop and maintain social contracting mechanisms.
  • Contribute to knowledge management and project reporting efforts and respond to ad hoc requests from the donor; represent EpiC Vietnam in various forums.
  • Perform other relevant duties as assigned.

Requirements:

  • Bachelor’s degree in business administration, public health, finance, project management, social sciences or related field; advanced degree preferred
  • Minimum 5 years of relevant programming experience. Experience supporting small organizations to grow and become sustainable especially in finance, human resources, planning, and income generation; experience with provincial health authorities is an advantage
  • Professional experience working with men who have sex with men, transgender persons or other vulnerable populations preferred
  • Demonstrated ability to build and maintain relationships with a wide array of organizations
  • Strong organizational skills and ability to prioritize
  • Excellent written and oral communication skills in Vietnamese, proficiency in English an advantage
  • Experience implementing projects with USAID funding
  • Ability to travel as needed
