ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation. Given the volatility of the context, including security situation changes since March 2021 and the consequent increase of humanitarian needs, ACF aims to complete a Food Security & Livelihoods targeted assessment that will take place in December 2021.Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.
Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team is guaranteed.
Under the supervision of the Deputy Country Director, you will ensure the quality, relevance and technical innovation of the MEAL strategy on the mission, supporting the Program Department at the coordination and grassroots level in the implementation of quality projects and increasing its accountability to beneficiaries, intervention communities and all stakeholders (state authorities, implementing partners, donor).
More precisely, you will be responsible for the following missions:
You hold a Master’s degree in Economics in monitoring and evaluation, international relations/affairs, humanitarian affairs, international development, public health, statistics, epidemiology, demography or related field.
You have minimum 4 years of experience in the humanitarian sector, including at least 2 years in an NGO.
You have an experience in a structure implementing multi-sectoral projects including a multiple MEAL Manager experiences required.A previous experience in MEAL department coordination position would be a plus.
You have knowledge of GIS software (QGIS, ArcGIS) and their potential applications in humanitarian MEAL.
You have the ability to work in a difficult security environment. You have good management and communication skills.
You are fluent in English (both written and spoken skills) ; Fluency in Portuguese would be a plus.
