This position is located in the Internet Governance Forum (IGF) Secretariat, Division for Public Institutions and Digital Government (DPIDG), United Nations Department of Economic and Social Affairs (UN DESA), based in Geneva, Switzerland. The IGF is a global multistakeholder platform that facilitates the discussion of public policy issues pertaining to the Internet. The IGF has been convened by the Secretary-General and supported by UN DESA since 2006. The incumbent will report to the Head of Office (IGF Secretariat).
Responsibilities
Within delegated authority and under the direct supervision of the Head of Office (IGF Secretariat) and the overall guidance of the Director, Division for Public Institutions and Digital Government, the Senior Programme Management Officer will be responsible for the following duties: • Takes the lead to develop, implement, manage and evaluate the work programme of the IGF Secretariat; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including policies or programmes, in all areas and at all levels. • Directs the planning and programming, including all logistical, administrative and organizational aspects, of the annual meetings of the Internet Governance Forum and related intersessional workstreams. • Coordinates programmatic development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies related to the IGF. • Undertakes survey and data assessment; reviews, analyzes and interprets responses, identifies problems/issues and prepares recommendations related to the work programme of the IGF. • Supervises preparation of various written outputs, e.g. annual reports, background papers, analysis, substantial sections of studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts capacity development workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads assessment missions in identifying host countries of the annual meetings of IGF, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson on behalf of the IGF Secretariat, and establishes collaboration and partnerships with senior government officials and other key officials at all levels inside and outside organizations related to. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in public administration, information management, or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. At least five years of experience in global Internet governance issues is required. Experience in data analytics, digital development or related area is required. Experience in multistakeholder management and collaboration is required. Experience working in the UN or other intergovernmental organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This is a project-funded post. This post is temporarily available until 31 December 2024 with a possibility of extension.
