OBJECTIVES OF THE PROGRAMME
The Public Health Support Officer position is under the Country Office Senior Management Office (SMO) with the main objective of ensuring harmonization and alignment of the technical activities being supported across the UHC-Life Course, UHC-Communicable/non-communicable conditions, Emergency Preparedness & response clusters of the WHO Country Office. The officer will support the WHO Representative (WR) to ensure the technical activities being provided by WHO are well coordinated and harmonized to ensure the efficiency and effectiveness of WHOs support to the country. Harmonization will focus on identifying and promoting areas for joint activities/synergies, plus ensuring cross-cutting priorities of Gender, Equity, Human Rights and other drivers of inequality are being applied, ensuring the most vulnerable persons are not left behind. They shall advise the WR on ways to better link the work of WHO to ensure a holistic response that is centered around the beneficiaries – a person-centered approach
DESCRIPTION OF DUTIES
The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.
1) Be the focal person for addressing drivers of inequalities such as gender, inequity, and human rights.
2) Provide a real-time appraisal of the alignment of priority technical activities being implemented by the UHC-Life course, UHC- UHC-Communicable/non-communicable and Emergency Preparedness/response clusters, with the strategic focus of the country office as outlined in the Country Cooperation Strategy.
3) Identify areas of synergy in operational activities being implemented across the UHC-Life course, UHC- Communicable/non-communicable, and Emergency Preparedness/response clusters.
4) Analyse and report on progress against cross-cluster collaboration and benefits for the UHC-Life course, UHC- Communicable/non-communicable, and Emergency Preparedness/response clusters.
5) Contribute to technical products and proposals from the country office, highlighting actual and potential areas of collaboration across the UHC-Life course, UHC- Communicable/non communicable and Emergency Preparedness/response clusters.
6) Lead the integration of factors driving health inequalities across the UHC life course, UHC communicable/non-communicable diseases, and emergency preparedness/response clusters.
7) Ensure drivers of vulnerabilities in South Sudan are analyzed, and appropriate interventions to address them well integrated into the UHC-Life course, UHC- UHC-Communicable/non-communicable, and Emergency Preparedness/response clusters.
8) Develop, and disseminate documentation on best practices in collaboration across health services, and in addressing vulnerabilities.
9) Support the Government, and partners in improving harmonization in the provision of essential health services
REQUIRED QUALIFICATIONS
Education
Essential: A university degree (bachelor’s) in a relevant field (such as social science, public health, epidemiology, statistics, or medicine.
Desirable: An advanced university degree (Masters level) in one of the above fields. Additional training in gender, equity, human rights, and/or health law
Experience
Essential: At least five years of progressively responsible professional experience in public health, developing public health capacity and policies/strategies that promote health and preventative measures, investigation, surveillance, preparedness, and control of various diseases. Demonstrated experience at the international level.
Desirable: Professional experience in different countries of the WHO African Region. Relevant work experience, with WHO and/or UN agencies, other health international NGOs, or humanitarian organizations.Experience in applying Gender, Equity, and Human Rights concepts. REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3030 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
