The NAIG Project aims to support key democratic institutions in Nauru which are responsible for ensuring effective, inclusive and accountable political governance, the National Parliament and the National Elections Commission (NEC), and implementing specific programming directed at promoting the more informed and active participation of the general public in Nauruan governance and politics, and targeted work to promote gender equality ensure that women of all ages are more engaged in politics and public life.

The project has four outputs:

  • Output 1: Strengthen Electoral Commission processes and capacities.
  • Output 2: Strengthen Parliament capacities to ensure inclusive, accountable governance.
  • Output 3: Strengthen the engagement of women and girls in politics and public life.
  • Output 4: Pilot and roll out national civic education initiatives.

The Pacific Elections Program (PEP) has been designed to maximise the utility of UNDP’s global elections experience by developing a dedicated office and focal point for UNDP electoral support in the Pacific.

The program focuses on three region-specific outputs:

  • Electoral institutional capacity deepened, through the provision of technical assistance to EMBs and national governments upon request, needs assessment, and funding agreement.
  • Robust electoral decision making strengthened through the provision of dedicated information exchanges and the development of knowledge products specific to the PICs.
  • Understanding of electoral norms and processes broadened and the professional development of national democratic institution stakeholders augmented, through the promotion of multilateral cooperation and coordination and supporting Pacific-contextualised civic education.

The Graphic Designer Specialist will work under the NAIG program manager and the elections technical advisor.

Duties and Responsibilities:

The Graphic Designer Specialist will lead the design, illustration and layout of project, parliament, and electoral materials covering all outputs. The Specialist will undertake the following:

  • Serve as the lead advisor on visual communication strategies for election-related materials.
  • Provide expert guidance and design materials that are accessible, informative, and engaging for diverse audiences.
  • Collaborate with election operations teams to advise on the design feasibility and impact of various outreach initiatives.
  • Develop and implement a visual communication strategy that supports the Projects’ election operations and outreach goals.
  • Contribute to the creation of a comprehensive design plan for election campaigns, ensuring consistency across various channels and platforms.
  • Work closely with outreach specialists to integrate design strategies and elements into broader communication and engagement strategies.
  • Lead the comprehensive design efforts for elections, encompassing the production of voter education materials, leaflets, promotional materials, and posters; development of civic education materials, including comics, video illustrations, and web graphics; ballot design, manual development, and revisions; form development; and the design of report and publication layouts.

Required Skills and Experience:
Education:
  • Advanced university degree (master’s degree or equivalent) in graphic design and layout or related field is required.
  • A first-level university degree (bachelor’s degree) in graphic design and layout or related field in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
  • Minimum 7 years (with Master´s degree) or 9 years (with Bachelor´s degree) of work experience in graphic design.
  • Knowledge of commonly accepted visual design principles, including colour theory, typography, preflight, prepress, layout, and print process. Applies those principles to designs.
  • Uses a variety of products in a design setting, including InDesign, Illustrator, and Photoshop. Demonstrates an elevated level of skill in at least one of the products.
  • Branding: Ensures visual consistency in branding across various mediums and touchpoints.
  • Experience in the Pacific would be an advantage.
  • Experience in the use of standard design software.
  • Experience working with electoral management bodies and election events.

Required Language:

  •  Fluency in English is required.
