Result of Service
This consultancy aims to support implementing the GCF Readiness project “Advancing a Regional Approach to the Green Hydrogen Economy in Latin America and the Caribbean”. The consultant will contribute by bringing the business model and financing structure of international green hydrogen successful cases. The consultant will develop a global comparative analysis of hydrogen economy business opportunities in the region, including the finance structures and mechanisms used in the selected examples and will plan, prepare and deliver a regional consultation workshop with key private sector actors to validate the proposals created. Deliverables Prooduct No. 1: One (1) report containing the online survey results analysis with the final selection of case studies (activity 1.1). Prooduct No. 2: One (1) report containing four (4) business model case studies following the structure described in activity 1.2. Prooduct No. 3: One (1) report containing the Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis as the output of the two (2) regional virtual consultation workshops (activity 2.1 and 2.2) Specific tasks and responsibilities The consultant will develop a global comparative analysis of hydrogen economy business opportunities in the region, including the finance structures and mechanisms used in the selected examples and will plan, prepare and deliver a regional consultation workshop with key private sector actors to validate the proposals created. Output 1. Identifying the most appropriate business models for hydrogen project scaleup (outcome 2.4.A) The consultant will present a set of green hydrogen business models, at least ten (10, two (2) per value chain steps: hydrogen production, transport, transformation and usage). The consultant will present the business model ideas before the country stakeholders so they can decide on four (4). Activity 1.1 (2.4.A1) Select four business models to be analyzed by delivering an online survey with all relevant stakeholders of the seven countries to evaluate the type and sector of the business model. The consultant will present at least ten (10) business models for the countries to decide on and accept other suggestions from them. Activity 1.2 (2.4.A.1) Develop the four business model case studies selected, structures as below: 1. Executive summary 2. Value proposition 3. Key activities 4. Key partners 5. Customer segments 6. Cost structure 7. Financing structure 8. Revenue Streams Output 2. Public and private stakeholders engaged in proposal evaluation (outcome 2.4.A). The consultant will virtually present the four business model study cases before national and regional relevant stakeholders from the private and public sectors. For that, the consultant will deliver two (2) regional workshops. Based on the workshop, the consultant will deliver a FODA analysis of the possibility of implementing the analyzed business models in the region. Activity 2.1 (2.4.A1) Design, prepare and conduct two (2) regional virtual consultation workshops. Activity 2.2 (2.4.A1) Develop a FODA analysis of the possibility of implementing the analyzed business models in the region based on the information captured in the workshops. The consultant will be responsible for: • Collecting and processing the data necessary to develop the aforementioned studies. • Plan and conduct interviews or generate the necessary information for the development of the aforementioned studies. • Actively seek feedback from all sectors on the proposals to be created. • Attend meetings, calls, and guidelines provided by the UN Environment Project Manager, and the Regional Support Consultant. • Comply with the deadlines stipulated by the UN Environment Project Manager. • Encourage the participation and exchange of experiences and knowledge of government authorities, civil society and the private sector, promoting leadership on issues in which they have progress.

Duties and Responsibilities
The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, Panama, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy, and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The green hydrogen generation technical potential in Latin America and the Caribbean is significant, estimated at 1,114 EJ (exajoule) of green hydrogen produced at a cost under USD 1.5/kg by 205015. Therefore, green hydrogen can be produced using the clean and renewable energy sources available in the region. Beyond the potential for its production, using hydrogen as an energy source can also result in a myriad of benefits for the region. The transport sector is the highest consumer of fossil fuels and the leading source of fossil-fuel-related Green House Gas (GHG) emissions (15% of all regional GHG emissions in 2018). Diesel and gasoline are the main fuels used in transport, accounting for 83% of the total energy use. Hydrogen can be used for all transportation electrification, fuel cell electric cars, trucks, buses, forklifts, ferries and ships, and aircraft. Globally, some 8,000 fuel-cell electric vehicles (FCEVs) were sold in 2020. The project, “Advancing a Regional Approach to the Green Hydrogen Economy in Latin America and the Caribbean ” aims to create the right conditions to promote the hydrogen economy through the exchange of experiences at a regional level, ending with the preparation of i) national strategic planning and ii= funding proposals that could be submitted to the Green Climate Fund (GCF) and other international financial sources This project is being implemented in 7 countries in parallel. In this sense, it is required to hire a Hydrogen Specialist consultant to develop the results, explained below. The consultant will work from home, and will be supervised by the UNEP Programme Management Officer for Energy Efficiency for Latin America and the Caribbean Office.
Qualifications/special skills
ACADEMIC: • A Bachelor’s degree in engineering, energy, public policy or a closely related field is required. • A Master’s degree in a relevant field in energy, finance, economy, public policy or another relevant field is required. PROFESSIONAL: • A minimum of five (5) years of relevant work experience supporting energy, transport and/or infrastructure projects or policies is required. • Proven experience in hydrogen policy development would be an asset. • Proven experience in the energy and/or transport sector and proficient sectorial knowledge of policies, strategies, institutions, and regulations in hydrogen. • Deep knowledge of Latin America and Caribbean economies and private sector experience and engagement would be an asset. • Experience in project formulation and concept notes for the energy sector is an asset. LANGUAGE: • Fluency in Spanish is required. • Fluency in English is required.
