2. Purpose of consultancy
Au sein de l’unité d’appui à la gestion dans le pays et de l’unité EPR, fournir un appui en matière de transport au personnel du bureau pays de l’OMS et à la conduite des véhicules officiels de l’OMS et veiller à ce que les véhicules soient maintenus en bon état.
3. Background
Le Programme des urgences sanitaires de l’OMS (EPR) a proposé un modèle de plan des ressources humaines (Country Business Model : CBM) dans le but de renforcer les capacités des Bureaux Pays dans leur rôle de prévention et de réponses aux urgences.
La mission du Programme des urgences sanitaires de l’OMS est de renforcer la capacité des États Membres à gérer les risques sanitaires d’urgence et, lorsque les capacités nationales sont débordées, de diriger et de coordonner l’action sanitaire internationale pour contenir les épidémies et fournir des secours et un relèvement efficace aux populations touchées.
4. Deliverables
Le titulaire travaillera sous la supervision directe de l’Administrateur chargé des Opérations et la supervision générale du Représentant de l’OMS. Le titulaire dispose d’une certaine flexibilité pour planifier les itinéraires. Les Manuels disponibles sont : Code de la route, Cartes des villes, directives/instructions de l’Administrateur chargé des Opérations, manuel d’entretien des véhicules, Notes Circulaires.
Résumé des tâches assignées :
• Conduire les véhicules du bureau et assurer le transport du personnel autorisé ainsi que la livraison et la collecte du courrier, des documents et autres articles ;
• Accueillir le personnel officiel à l’aéroport et faciliter les formalités d’immigration et de douane selon les besoins ;
• S’occuper de l’entretien quotidien du véhicule assigné, vérifier l’huile de moteur, l’eau, la batterie, les freins, les pneus, etc., réparer les pannes mineures et organiser pour la réparation des autres pannes, s’assurer tout le temps de la propreté et du bon fonctionnement du véhicule en tant que responsable de la maintenance journalière du véhicule ;
• Enregistrer les déplacements officiels, le kilométrage quotidien, la consommation de carburant, les vidanges, le graissage ;
• Veiller à ce que les dispositions requises par les règles et règlements sont prises en cas d’accident ;
• S’acquitter d’autres tâches selon les besoins.
5. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Niveau d’études secondaires avec un permis de conduire toutes catégories.
Desirable: Une formation en mécanique automobile serait un atout.
Experience:
Essential: Au moins 02 ans d’expérience dans la conduite en tant que chauffeur.
Desirable: Une expérience dans une agence des Nations unies ou avec des ONG inernationnales serait un avantage.
Skills/Knowledge:
• Savoir-faire un rapport concis et succinct sur les accidents.
• Connaissance parfaite de la conduite, du code de la route, des règles de sécurité et d’entretien journalier d’un véhicule.
• Connaissance des premiers secours. Apte à lire, comprendre et exécuter les instructions et les cartes dans la langue de travail.
• Conduire prudemment. Apte à détecter et expliquer les pannes. Faire les réglages et réparations courantes.
