JOB PURPOSE

This job is located in WFP Myanmar office in Nay Pyi Taw. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and need to involve in analytical work. Work performed typically has a substantial impact affecting other parts of the programme.

The purpose of this positions is to provide effective FLA process with in-depth technical review on due diligence process and technical advice to budget & cost structure of project budgets, to ensure FLA services are delivered effectively and timely manner.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Perform as administrator role for UN Partner Portal, support registration and verification of cooperating partners’ profiles in UNPP, support Partnership Officer in fixing UNPP relatedqueries/issues for WFP MMCO.
  2. Analyze the NGO profile, capacity assessment and performance evaluation conducted and follow up the improvement plan as required.
  3. Act as a secretary of Country Office Proposal Review Committee (COPRC) responsible for organizing screening process of proposals in UNPP, review the proposals for completeness of documents by using a checklist upon receipt of the proposal through UNPP, organize COPRC meetings once the proposals were recommended for detail review, preparing Note for the Records of PRC proceedings and recommendations and share with the respective cooperating partners.
  4. Review the proposed budget and recommend options for the consideration of the SO/Activity managers based on trend analysis.
  5. Prepare FLA documentation in collaboration with respective SO and Activity Managers and share with the cooperating partners for review and comments and obtain approval from the Management.
  6. Update regularly the FLA summary and tracking sheet reflecting the status of signatory, activity and budget.
  7. Maintain an updated roster of potential CPs with details of key contact personnel.
  8. Process the FLA Addendum or amendment as necessary upon request of the respective field offices, after seeking technical advice from NGO Partnership Officer and approval from the Management.
  9. Review of beneficiary and resource requirement on WFP information management system (COMET) for the signed FLAs
  10. Take alternate role to issue Call for Proposal in UNPP in the absence of NGO Partnership Officer.
  11. Perform any other duties and responsibilities assigned by supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. University degrees with additional years of related work experience and/or training/courses in partnership, fund/financial management, and localization are preferable.

Experience: Preferable to have at least Seven years of progressively responsible experience, of which at least two years closely related to partnership arrangement, due diligence process, budget review/negotiation, navigating and utilizing online portals effectively and legal contracting to ensure the partnership management.

Experience in the following areas is an advantage:

Knowledge of humanitarian assistance and development practice.

General knowledge of UN system, policies, rules, regulations and procedures governing administration.

Knowledge of the political, economic and social situation in Myanmar.

Training and/or experience utilizing computers, including Microsoft window software, and other standard WFP software packages and systems.

Language: Fluency in both oral and written in English and Myanmar.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Has facilitated communication with technical teams (i.e. Nutrition, RAM, CBT, etc.).

Has contributed to the implementation of programmers.

Has experience facilitating/processing legally binding agreements.

Has observed or assisted with policy discussions.

Has special analytical skills to identify discrepancies between (for data accuracy between WFP cooperate systems vs WFP Reports and budget commitment vs expenditure).
