Duties and Responsibilities
The Asian and Pacific Centre for Transfer of Technology (APCTT) is a Regional Institute of ESCAP. It promotes an enabling environment for innovation, transfer and commercialization of technologies in 53 member States and 9 associate members of ESCAP. APCTT facilitates identification, transfer, adaptation and application of technologies to achieve the 2030 Agenda for Sustainable Development. The Asia-Pacific Tech Monitor has been the flagship publication of APCTT, published since 1983. Tech Monitor is a web-based, on-line, quarterly periodical featuring articles which provide up-to-date information on trends in technology development and transfer, technology policies and related issues, and new products and processes for the benefit of SMEs in Asia and the Pacific countries. Each issue of Tech Monitor focuses on a special theme and features articles written by authors/experts of national and international repute mainly from the Asia-Pacific region. The Tech Monitor articles present trends in technology transfer and development, technology policies, market, data and analysis with respect to relevant issues, case studies, best practices and innovative technologies. The consultant will be responsible for the timely delivery of the final Tech Monitor editions. The duties and responsibilities of the consultant shall be the following: 1. For special theme article – send out ‘call for articles’ emails to partner institutions, experts/authors from different member States of the Asia and the Pacific region. The email would contain guidelines for authors and tentative deadline for article submission and getting confirmations. Follow up with reminder emails, as needed. One of the key roles of the Consultant / expert would be to study the draft articles received and review them as per the requirements of the APCTT’s techmonitor, check for flow of thoughts and consistency, send for revisions as required, until good quality technical articles are finalised with the writers. This needs to be done in close consultation with the APCTT supervisor. Also drafting the summary / foreword by assimilating the messages conveyed in the article and adding relevant APCTT perspective in each edition of the Tech monitor foreword would need a good expertise and understanding. 2. For Tech Scan and Tech Market Scan- with his / her understanding of the past editions of Tech monitors, the consultant / expert needs to source relevant articles from internet ensuring coverage from large number from member States, finalise the contents after thorough internal reviews. Send file to vendor for copyediting, and typesetting. 3. Finalise other sections like Tech Events (Key upcoming Events related to technology to be held in different member States are sourced, and provided to vendor for typesetting), Introductory Note (Draft write-up prepared and sent to Head, APCTT and approved text is sent to vendor for typesetting), Cover Page (Vendor shares a few sample designs for the cover page and reviews and selects the appropriate sample for finalization). Receive the complete edition of tech monitor after carrying out the above steps. Deliverables: • Develop the following editions of the periodical Tech Monitor, for timely release (i) April–June 2024 edition, (ii) July – September 2024 edition, (iii) October – December 2024 edition.
Qualifications/special skills
A first level or higher university degree in science and technology, innovation and/or sustainable development, Environment, Economics, climate Change, management or any other related areas. A minimum of 5 years of progressively responsible experience in drafting technical documents, publications as part of programme or project or related areas is required. Experience in the areas of Climate Science, Technology and Innovation policy, Innovation, Technology Transfer and Commercialization would be an added advantage.
Languages
• An excellent command of the English language and demonstrated ability to communicate effectively.
Additional Information
Consultancy fee: The Contract shall be for a duration of 7 work-months over a period 1 July 2024– 31 January 2025. The total consultancy fee shall be USD 12,000 comprising the below mentioned payment-milestones. • USD 4000 upon submission of April–June 2024 edition of Tech monitor. • USD 4000 upon submission of July -September 2024 edition of Tech monitor. • USD 4000 upon submission of October – December 2024 edition of the Tech Monitor
