Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The project aims to contribute to address the challenges of economic diversification and transition to environmentally sustainable production while simultaneously promoting the transition to the formal economy through social dialogue-based measures.
At the policy level, a dedicated instrument, consistent with the policy space, for just transition to environmentally sustainable, circular, and formal economy will be produced and agreed by tripartite constituents. To inform such instrument,
The project will help enhancing the capacity of Timor-Leste to design and implement green oriented economic diversification policies, inclusive of value chain development within selected economic sectors. This set of activities would be in pursuance of the Timor-Leste Decent Work Country Programme 2022-2025.
In parallel to the above, the project shall establish needed platforms of citizens including youth and women in rural and informal economic setting facilitating the access to services and legal remedies. Specifically, the proposal will:
The National Project Officer will report directly to the Director of ILO Indonesia and Timor-Leste. He/she will receive technical and administrative guidance and support from the relevant ILO’s specialists and officers at Jakarta, Regional and HQ.
He/she will work in close collaboration with the relevant Government partners, the Timor-Leste Trade Union Confederation, the Chamber of Commerce and Industry Timor-Leste, other stakeholder partners of the project, other ILO project/programme in Timor-Leste, and UN Agencies in Timor-Leste.
First level University degree (bachelor’s or equivalent) in sustainable development and/or economics and/or management, and/or social sciences and/or any other relevant field.
