Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The project aims to contribute to address the challenges of economic diversification and transition to environmentally sustainable production while simultaneously promoting the transition to the formal economy through social dialogue-based measures.

At the policy level, a dedicated instrument, consistent with the policy space, for just transition to environmentally sustainable, circular, and formal economy will be produced and agreed by tripartite constituents. To inform such instrument,

  1. dedicated research, a gender-responsive policy readiness assessment of how policies may support formal employment, economic and social impacts of climate change will be conducted and
  2. institutional capacity building for governmental and social partners in formulating strategic policy and programme interventions design with a gender-responsive approach will be rolled out.

The project will help enhancing the capacity of Timor-Leste to design and implement green oriented economic diversification policies, inclusive of value chain development within selected economic sectors. This set of activities would be in pursuance of the Timor-Leste Decent Work Country Programme 2022-2025.

In parallel to the above, the project shall establish needed platforms of citizens including youth and women in rural and informal economic setting facilitating the access to services and legal remedies. Specifically, the proposal will:

  1. build upon the work of the Timor-Leste Trade Union Confederation (KSTL) in formulating grievance management systems that are sensitive to gender-specific issues and
  2. seek to build capacities for social dialogue and negotiations for agreements at enterprise level (reducing emissions, improving job protection) and define policy and strategic way forward for environmental policies (in primis NDCS (linked to (ii) above) which incorporate gender perspectives.

Reporting Line

The National Project Officer will report directly to the Director of ILO Indonesia and Timor-Leste. He/she will receive technical and administrative guidance and support from the relevant ILO’s specialists and officers at Jakarta, Regional and HQ.

He/she will work in close collaboration with the relevant Government partners, the Timor-Leste Trade Union Confederation, the Chamber of Commerce and Industry Timor-Leste, other stakeholder partners of the project, other ILO project/programme in Timor-Leste, and UN Agencies in Timor-Leste.

Description of Duties

  1. Responsible to ensure effective coordination of project activities to deliver integrated and comprehensive interventions.
  2. Coordinate and facilitate the ILO’s engagement with national partner, including relevant national ministries, workers’, and employers’ organization as well as academic institutions (research institutes, universities, etc).
  3. Perform liaison duties with the national Government, ILO’s constituents, and other key stakeholders for meeting, training, seminar and/or workshop and other activities; follow-up with relevant technical officers within counterparts to expedite implementation and meet targets.
  4. Conduct data collection and information gathering from the project’s constituents and other key stakeholders for planning, implementation, monitoring, and evaluating activities.
  5. Review, verify and analyze work plans, and other data to ensure clarity, consistency and completeness and monitor the progress of Project activities. Follow-up on documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
  6. Lead in the preparation of project report (periodic progress reports and final report), and other publication information materials including briefs, background information, statement, and news.
  7. Prepare terms of reference for implementation of activities, including for meeting, training, seminar and/or workshop, research, etc.
  8. Serve as a focal point for the project and attend relevant meetings.
  9. Brief ILO specialists and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
  10. Perform other duties for ILO office as may be assigned by Director.

Required qualifications

Education

First level University degree (bachelor’s or equivalent) in sustainable development and/or economics and/or management, and/or social sciences and/or any other relevant field.

Experience

  • Minimum two years of professional experiences in project management, implementation, liaison and coordination activities, evaluation, and familiarity with industrial relations mechanism
  • Minimum one year of professional experience in sustainable development, green economy, or green jobs.
  • Proven experience in working effectively with government ministries and social partners would be an asset.
