JOB DESCRIPTION

Organizational Setting

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, efficient management of financial resources, data and information, as well as outreach and reporting.

 

Main Purpose

As background, the IAEA has been invited to collaborate with UNOSSC in the preparation of a report on good practices in South-South and triangular cooperation, building on the first successful collaboration in 2018 which led to the publication of a special issue of the UNOSSC flagship report series, “South-South in Action”. The new report will combine the editorial approach of the “South-South in Action” series together with the approach of the UNOSSC “Good Practices” series, focusing on SDG 13, Climate Action.

The “South-South in Action” series provides an opportunity for partners to publish their successful policies, initiatives, and activities that led to the achievement of some of their development goals. The reports are designed to be easy to read and accessible for all those with an interest in international cooperation and/or sustainable development. They are not intended to be academic exercises or complex policy documents. The “Good Practice” series present examples of replicable approaches to development challenges that focus on supporting countries to adapt to the effects of climate change through South-South modalities.

Under the overall direction of the Director of TCPC, and the direct guidance of the TC Communication Adviser, and in coordination with relevant staff in the Department of Technical Cooperation, the Office for Public Information and Communication and the IAEA New York Office, the Consultant (UNOSSC Report Writing) will prepare the draft text for the UNOSSC/IAEA special report. The consultant is expected to consult extensively with relevant offices and technical Departments within the IAEA, and with external counterparts where necessary. The consultant will also support initial preparations for the launch of the report at the High-Level United Nations Conference on South-South Cooperation in September.

Functions / Key Results Expected

• In close collaboration with relevant IAEA staff, finalize annotated outline of content for the UNOSSC/IAEA joint publication.
• Research, draft and edit all text for this document, building upon existing impact stories as the basis.
• With the support of OPIC and the TC communication team, research, identify, caption and credit suitable images (photographs, graphs, icons) for the report.
• Prepare a first draft for internal review by end August.
• Incorporate comments on the first draft for submission to DDG-TC and for Advance Publishing Advice.
• Incorporate comments of DDG-TC and other senior clearing offices.
• Prepare manuscript for submission to Publications Committee by 1 October.
• Incorporate final comments from Publications Committee, prepare manuscript for submission to UNOSSC by 1 November 2024.
• Prepare web articles and social media posts on technical cooperation projects and activities as required.
• Support initial IAEA / UNOSSC planning for the launch of the report at the South-South Development Expo in early 2025.

Qualifications and Experience

  • Bachelor’s Degree – University degree in international development, environmental studies, communication or related field. Advanced degree as asset.
  • Minimum of two years of progressively responsible experience in the preparation of development reports in an easy-to-read style, including research, writing, editorial and picture research skills.
  • Experience in working directly with donor/Member States in an international context required.
  • Familiarity with the current development context, in particular as it relates to South-South cooperation and UN climate action essential
  • Prior experience of IAEA development activities with a focus on climate projects an advantage.
  • Fluency in written and spoken English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 200, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
