OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
PURPOSE OF THE POSITION
In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent will provide technical support to the incident management teams, Ministry of Health (MOH) and other partners in strengthening case management and response activities, monitoring implementation of care and needs for management of affected populations, throughout the full cycle of the incident.
DESCRIPTION OF DUTIES
While strictly adhering to the WHO standards, the incumbent will:
1. Liaise with technical units in establishing needs of the affected population regarding clinical management including referral pathways.
2. Support the IMS team and all partners with issues related to clinical management, setting up or adapting cholera case management centers, tools, interventions and approaches.
3. Monitor the implementation of the systems and procedures for emergency triage at CTC/CTU and healthcare facilities.
4. Provide critical care mentorship to clinical and nursing staff and at treatment units
5. Provide training to the healthcare workers, hospital management and auxiliaries.
6. Support to the national and local health authorities to develop and communicate messages with the medical and health communities on cholera clinical features and effective behaviors.
7. Liaise with the logistics team in the specification and quantity estimations of supplies, medications and PPE
8. Coordinate with WCO technical units and other clinical partners to document clinical features and case management of the patients, identify gaps and recommend corrective actions.
9. Participate in case management meetings with MOH and clinical partners/EMTs.
10. Ensure close coordination between clinical management, infection prevention and control, and laboratory response.
11. Compile and analyze incoming field information on treatment, cholera treatment facilities, and health workers, and ensure that updates are provided on a regular and timely basis to all levels of the response.
12. Provide technical support to strengthening of isolation facilities based on standard guidelines and principles for infection prevention and control, as and when required.
13. Provide technical support to Provinces to conduct relevant operational research to inform clinical management efforts.
14. Perform any other incident-specific related duties, as required by the functional supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: First University degree in the Medicine or Nursing field, infectious diseases, tropical medicine, from an accredited/recognized institute, including training in cholera management.
Desirable: Qualification in specialized medicine or nursing, Advanced university degree in Public Health, medicine or nursing. Additional professional training/specialization in health systems, hospital management, training & education, and/or other related area. Completion of the WHO Emergency Medical Team coordination cell training course
Experience:
Essential: At least two (2) years practical experience, at the national and international levels, in the development, advocacy, planning, implementation of case management and clinical care activities/infectious diseases in outbreak, disaster or humanitarian emergency including cholera emergencies.
Desirable: Experience in epidemiology, research and analysis, and/or the development of training tools and databases for monitoring and evaluation purposes. Previous experience with WHO, other UN agencies, Emergency Medical Teams, health cluster partners, recognized humanitarian organizations or nongovernmental organizations is desirable.
