Title National Consultant to carry out a desk search on the dynamic of youth institutions and organizations in Guinea-Bissau
Hiring Office: UNFPA Guinea-Bissau
Purpose of consultancy: The primary objective of this consultancy is to provide national support to the international consultant in conducting a comprehensive desk research review on the dynamics, capacities, strategies, distributions, and achievements of youth institutions and organizations in Guinea-Bissau. The consultant will assist in collecting relevant data and contributing to the analysis, synthesis, and reporting of findings.

Background

UNFPA is committed to advancing the rights and well-being of young people, ensuring that every young person’s potential is fulfilled. As outlined in UNFPA’s strategic plan (2022-2025), understanding and strengthening youth institutions are crucial for achieving transformative results in youth development, participation, and empowerment. Given the importance of this task, the support of a national consultant is essential to complement the efforts of the international consultant on the desk research on the Dynamics of Youth Institutions and Organizations in Guinea-Bissau.

Objective of the assignment/Output of the Consultancy

Objectives/Scope of the assignment

The National consultant will undertake the following tasks:

  1. Collaborate with the international consultant to identify and compile existing information and data relevant to youth institutions in Guinea-Bissau.
  2. Contribute to the analysis of gathered information to identify key trends, challenges, and best practices in the functioning of youth organizations/institutions.
  3. Assist in engaging with key stakeholders, including government agencies, NGOs, youth representatives, and experts, to gather insights and perspectives on youth institutions.
  4. Participate in the synthesis of findings and formulation of recommendations to inform policy and program development aimed at strengthening youth institutions.

Methodology:

  • Support the international consultant in conducting literature reviews, data analysis, and key informant interviews related to youth institutions in Guinea-Bissau.
  • Participate in stakeholder consultations, workshops, or focus group discussions to gather diverse perspectives and inputs for the desk research review.
Duration and working schedule: The duration of the assignment will be 45 working days over a 3 month period, with a start date in asap May 2024.
Place where services are to be delivered: This assignment will be home-based with field missions to different regions of Guinea-Bissau.

  2. Active involvement in formulating recommendations for policymakers, practitioners, and other stakeholders to strengthen youth institutions and enhance their effectiveness in promoting youth development.
  3. Participation in presenting findings and recommendations to relevant stakeholders through workshops, seminars, or other dissemination event

All deliverables must be approved by the international consultant before UNFPA approval and payment.

Supervisory arrangements: The consultant will work under the direction of the UNFPA Assistant Representative, with direct supervision from the Adolescent and Youth Reproductive Health and Demographic Dividend Programme Analyst.

Each Payment Request of the instalment must be preceded by a performance appraisal by the Supervisor for the stage in question.

Required expertise, qualifications and competencies, including language requirements: Academic qualification:

  • Advanced University Degree Master’s degree or equivalent in economics, Business Administration, sociology, psychology, statistics or related degree.

Work experience:

  • A minimum of 4 years with a Master’s degree or 6 years with a Bachelor’s degree of relevant progressive experience in research, field of youth development, participation and empowerment including gender
  • Relevant research experience on data collection and mapping
  • Experience in identifying and analyzing youth policy

Technical skills and knowledge:

  • Strong knowledge of Guinea-Bissau’s political and socio- economic context;
  • Previous working experiences with youth institutions, government or international organizations is an advantage
  • Strong knowledge of UNFPA mandate on youth development is an advantage;
  • Ability to work effectively with youth from different culture and background;

Competencies:

Demonstrated work in the field youth development and participation, research and data collection. Knowledge of procedures, protocols, and policies. Good written and oral communication skills. Open, willing, and able to interact with different stakeholders.

Languages:

Fluency in Portuguese is required. Excellent command of written and spoken English or French is an advantage.

Evaluation Process and methods According to UNFPA rules, the selection process may involve one or several tools including an assessment of submitted documents, written test, and a competency based interview.
