The Ghana 2021 Population and Housing Census (PHC) indicated that 17.7% of Ghanaians still practise open defecation (OD) with 25.3% having access to basic sanitation i.e., improved exclusively use toilet. Though this situation requires a lot more work to increase the sanitation coverage, however on the hindsight progress has been made relatively to the 2010 PHC with the figures 32% and 19.4% respectively for OD and basic sanitation.

UNICEF Ghana has since 2015 been supporting the government of Ghana to roll out Market Based Sanitation (MBS) interventions under the Sanitation Marketing Programme as one of the pillars of the Rural Sanitation Model and Strategy (RSMS) to accelerate access to basic sanitation. The Sanitation Marketing (SanMark) programme has various components namely Technology Support, Business and Entrepreneurship, Sales and Marketing. In this regard, various models have been designed and implemented at national, sub-national and community levels to enhance sanitation service delivery.

In the past, UNICEF has successfully relied on the services of Technical Service Providers (TSPs) to train artisans and Community Technical Volunteers (CTVs) in supporting household latrine construction in UNICEF supported programme districts.

The UNICEF supported Sanitation and Housing Integration Project for Scale (SHIP4S), seeks to augment and strengthen the supply side of sanitation through toilet construction drive by relying on craftsmen/artisans to spearhead the entire process. This will be done through extensive mobilization, capacity assessment and capacity enhancement of building construction craftsmen in all 6 project districts (Ajumako, Akatsi South, Kadjebi, Kpandai, Yendi and Garu). To guarantee the integrity and sustainability of toilets constructed by these craftsmen, there is a need to assess their toilet construction abilities, identify gaps and enhance their capacities where required.

The expected key results are:

  1. An emerging social norm where people frown on living in houses without toilets being promoted by traditional and religious leaders.
  2. Craftsmen have requisite capacity and are actively promoting toilets as part of housing construction.
  3. Building code and regulations enforcement strengthened to ensure that toilets are constructed as part of building construction.

How can you make a difference?

The UNICEF WASH Section seeks to engage the services of individual technical service providers (TSPs) to undertake capacity assessments for craftsmen and support the provision of specific technical toilet construction skills and capacity to the craftsmen.  The TSPs will also support capacity building for district staff for undertaking technical capacity assessments for craftsmen and for undertaking quality assurance and construction monitoring activities. The TSPs will provide technical skills transfer to artisans through theoretical and practical training, support districts train masons and other artisans in technologically appropriate and durable latrines. Each of the six (6) TSPs will work in one of the six (6) MMDAs namely Ajukumako, Akatsi South, Kadjebi, Kpandai, Yendi and Garu and the duration of the contract will be four (4) months. In specific terms, the TSPs will be required to carry out the following broad activities:

  1. Support the development of tools for undertaking toilets construction capacity assessments for craftsmen.
  2. Undertake toilets construction capacity assessments for building construction craftsmen through onsite verifications and offsite assessments.
  3. Document capacity needs for craftsmen relating to toilets construction skills and develop a training plan for addressing the capacity needs.

For District Staff

  1. Develop tools for assessing the capacities of district staff to provide technical and monitoring support for toilets constructions and for undertaking quality assurance activities.
  2. Undertake assessments of district staff for providing technical and monitoring support for toilets constructions and for undertaking quality assurance activities.
  3. Provide coaching for district staff to undertake technical support and quality assurance activities for toilets construction. This will ensure district staff capacity are built technically to provide routine support to toilet construction actors through regular monitoring and quality assurance.
  4. Document capacity needs for district staff relating to provision of technical and monitoring support and quality assurance for toilets construction.
  5. A written report of all the deliverables/activities as captured in the budget to be submitted at the end of each activity before payment is made. These various reports expected from the assignment are as follows:
  • A report on the development of tools for assessing toilet construction capacity of craftsmen and capacities of district staff to provide technical and monitoring support for toilets constructions and for undertaking quality assurance activities.
  • A process report on toilets construction capacity assessments for building construction craftsmen through onsite verifications and offsite assessments; as well as assessments of district staff for providing technical and monitoring support for toilets constructions and for undertaking quality assurance activities.
  • A documented report on capacity needs for district staff on monitoring support and quality assurance for toilet construction.
  • A report covering coaching provided for district staff to undertake technical support and quality assurance activities for toilets construction.
To qualify as an advocate for every child you will have…
  • Minimum of first degree in Civil or Environmental Engineering, Building Technology, or another relevant field.
  • A minimum of 5 years of progressively responsible experience in supporting delivery of sanitation and hygiene interventions at district and community levels especially construction of improved toilets and handwashing facilities.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
