This position is located in the Programme Office in Kazakhstan (POKAZ), with duty station in Almaty, Regional Office for Central Asia (ROCA), based in Tashkent, Uzbekistan, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Representative, ROCA and the substantive guidance of the Senior Law Enforcement Expert, Drug Control and Crime Prevention heading the Passenger and Cargo Border Team (PCBT). Responsibilities
The focus of the Passenger and Cargo Border Team (PCBT) is to assist law enforcement agencies to identify and inspect high-risk cargo and passengers. The Programme Officer (PCBT) will be responsible for the general management and implementation of CCP and AIRCOP activities in the Central Asian region and Pakistan, in accordance with UNODC rules and regulations. The incumbent will perform the following specific tasks: • Coordinate and support the implementation of programme/project strategies and activities, provide technical inputs to the implementation of the PCBT activities in Central Asia and Pakistan. Establish project work plans and cooperate with the Governments in the implementation and monitoring of the project activities, including recruitment of project staff, procurement related matters, development and delivery of training courses, seminars, workshops and meetings. • Monitor current developments of national measures against trafficking of illicit goods in Central Asia and Pakistan. Identify and prioritize border management requirements and training needs. • Work with participating countries on the PCBT programme’s regional initiatives including the Inter-Regional Network of Customs Authorities and Port Control Units (IREN) and the Regional High-Risk Cargo Alert System (RECASYS), pre-arrival data exchange between Port Control Units /Airport Control Units (ACUs) in the region. • Support customs authorities to achieve enhanced cooperation with the private sector in PCBT participating countries, inter alia, by developing a regional strategy on strengthening public-private partnership. • Monitor the project budget for the Central Asia and Pakistan segments, ensure delivery of timely budget revisions and reporting on programme activities/expenditures. Validate the supply of equipment and other project deliveries, and monitor the project’s expenditures. Jointly with the project staff prepare all necessary project progress reports and project implementation/delivery reports. • Recruit, train and supervise the work of local administrative and support staff assigned to the project. Identify consultancy needs, develop terms of reference for the proposed consultancies and assist in the identification, selection and recruitment of consultants. • Advise trainers, resource people, consultants, UNODC officials and experts in their preparations for participation in project activities including training. • Participate as a resource person in and/or arrange expert and policy level meetings, specialized training courses, seminars, working groups and workshops, in coordination with the UNODC programme partners, including the World Customs Organization, INTERPOL, ICAO, as well as other UNODC partner organizations. • Conduct technical visits to project sites in the start-up phase and during implementation in order to assess the efficiency of resources used. • Evaluate the consultants’ and experts’ mission reports, as well as reports from the Government and agencies involved in the PCBT-mandate areas. Organize and prepare a variety of written outputs, working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc.. • Participate in relevant donors’ meetings as well as other fund-raising activities. • Coordinate the preparation of information materials (brochures, web-stories, posters, etc.) in support of the PCBT; disseminate PCBT-related materials to governments, donors, NGOs, and the general public, as appropriate. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Undertake any other work-related actions, duties that may be deemed necessary for the timely implementation of UNODCs mandate and programmes in the region.

Education
An advanced university (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Work Experience
A minimum of seven years of relevant progressively responsible professional experience with technical assistance delivery in the area of border management, trade supply chain security or a related area is required. Several years of work experience in the aforementioned areas at the international level are required. Work experience in the area of programme/project management is required. Experience in strengthening regional law enforcement cooperation is required. Experience in supporting and working with law enforcement agencies and counterparts in the field in the area of border management is desirable. Experience in data analytics or related area is desirable. Work experience within the United Nations System or similar international organization is desirable.
Languages
English and French are the working language of the United Nations Secretariat. For the position advertised, fluency in English and Russian is required. Knowledge of another United Nations official language is an advantage.
