JOB DESCRIPTION

Job Overview: The Program Coordinator supervises and executes the provision of direct client services for the Refugee Transitional Cash Assistance (RTCA) program, ensuring newly arrived humanitarian parolees, asylees, refugees and other humanitarian immigrants receive the best possible resettlement experience resulting in self-sufficiency. They plan and implement programming, coordinate core service delivery, supervise staff, ensure program goals are met and satisfy compliance and reporting responsibilities for the program. This position reports to the Casework Supervisor.

Major Responsibilities:

Core Service Delivery

  • Guide and coordinate the implementation of the RTCA program and ensure all core services are completed in a timely manner including orientation, cash assistance enrollment, health referrals and document retrievals.
  • Assign cases to caseworkers and ensure timely provision of core services including assessment, Medicaid enrollment, initial health screenings, employment referrals, ESOL enrollment, cash assistance provision and other case management services.
  • Collaborate with other departments to encourage timely internal and external referrals.
  • Carry own reduced case load.

Documentation, Reporting and Contract Compliance

  • Ensure that case file documentation is maintained in compliance with contract requirements.
  • Guide the timely implementation of program updates as needed.
  • Assist with data collection for RTCA semi-annual reports to funder.
  • Assist with leading preparation for all monitoring visits from funder.
  • Monitor program execution to ensure compliance with all funding requirements; communicate program needs to management team.

Partnership Building

  • Identify and maintain relationships with local government and community-based organizations with the goal of connecting clients with necessary benefits and services, including local Department of Human Services, health clinic and community colleges.

Staff Supervision and Other Responsibilities

  • Cultivate a respectful, supportive and inclusive environment for team members and clients.
  • Recruit, train and manage team in accordance with IRC’s People Manager Standards.
  • Provide daily oversight of active case load, maintaining close communication with RTCA staff regarding challenging cases.
  • Carry out timely, professional interventions to ensure responsive, appropriate and client-centered service delivery.
  • Represent IRC in public, professional and governmental forums as needed.
  • Other duties as assigned.

Job Requirements:

  • A college degree in social work or a related field of study or equivalent preferred.
  • The skills and knowledge typically acquired through 1-3 years of case management work experience with humanitarian immigrant populations or related programs.
  • Demonstrated success achieving goals and communicating effectively in a multi-cultural environment.
  • Experience supervising, supporting and training staff preferred.
  • Proficient in Microsoft Office applications (Excel, Word, Outlook) with a keen attention to detail.
  • Experience in program management preferred.
  • Ability to prioritize and manage time effectively.
  • Fluent in English, both spoken and written; bilingual ability in one of the predominant languages (Haitian Creole, Amharic, French) of the local client base is desired.
  • Valid driver’s license and access to a personal, insured vehicle.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
