The Enabling Community Recovery and Resilience project, ENCORE, aims to empower the most vulnerable communities in rural areas to shift from crisis to recovery. The project incorporates short, intermediate, and long-term interventions. ENCORE works in 52 Townships in 11 States and Regions in across Myanmar with targeting beneficiaries to have improved their resilience to economic, security, health, and climate related shocks”.
Working closely with highly vulnerable communities, ENCORE aims to:
- Address the most fundamental and critical needs.
- Restore livelihoods and rehabilitate basic community infrastructure.
- Build social cohesion and community preparedness to sustain project gains and manage future shocks.
All three project components, (i) Community capacity building, and mobilization, (ii) Community-led undertakings to address basic needs and promote recovery and resilience, and (iii) Improved governance and service delivery in contested territories, are underpinned by the inclusive and principled multi-stakeholder engagement process, in which the selection of partners is done in collaboration with the UNDP’s Civil Society Unit and informed by the Human rights due diligence (HRDD) and conflict-sensitive considerations.
ENCORE envisages providing hands-on capacity development to improve dialogue/facilitation, problem-solving, gender and conflict sensitivity, participatory planning, insider mediation, and negotiation skills. The project activities are designed so that they will not in any way contribute to any existing conflict or tension within the community or create new sources of conflict but, instead, should contribute to peacebuilding and promote social cohesion among community members. The capacity development component will include strengthening awareness, skills, and methods to engage in more participatory, transparent, inclusive, human rights-based, gender, conflict-sensitive, and accountable service delivery and governance processes.
The ENCORE Project is designed to deliver interlinked interventions covering the whole crisis to recovery to resilience continuum, and the emphasis on building community resilience and increasing sustainability is therefore central to its overall strategy. The phasing of ENCORE includes (i) household-level basic needs responses (Phase 1), (ii) intermediate-term community-level crisis response interventions (Phase 2), and (iii) medium-term community-led recovery and resilience-building initiatives (Phase 3). The gradual progression of community support enables the project to carefully adapt to the complex and widely varying operational conditions across project sites while gradually building trust and social cohesion thus promoting community ownership and social cohesion.
ENCORE Project intends to strengthen its footprint in existing location with number of rural community infrastructures and will further expand project interventions to sustain the recovery and resilience-building processes in these vulnerable communities.
Under the overall supervision of the Project Manager and project management unit (PMU) of the ENCORE Project, the National Engineer will work closely with the Head of Office/Area Office Coordinator of the Field Offices and will be responsible for the overall technical direction of the Project’s activities from design through implementation of upgrading basic community infrastructure such as road, pond, water supply and renewable energy system. H/She would work support FOs, Community and partner to design, implement and required assessment including SES.
Duties and Responsibilities:
The National Engineer will support FOs, community, and partners to guide, design, estimate, implement and manage basic rural community infrastructure interventions, provide expert technical consultation and innovative solutions.
- S/he will be responsible for conducting risk assessment for the project areas. Identify potential hazards and risks associated with the construction process and the project site (covering safety risks for workers and environmental risks to the surrounding area).
- S/he will be responsible to assess specific safeguards and mitigation measures as per the UNDP tools which will be utilized to address the identified risks.
- S/he will be responsible of overseeing and managing various civil engineering tasks related to the project.
- S/he will ensure that all activities are executed efficiently, safely, and in accordance with applicable codes, standards, and project specifications.
- S/he will ensure quality assurance, risk management and compliance as per UNDP standard procedure, mentor and share knowledge with colleagues.
- S/he will stay updated with advancements in engineering, assess and mitigate risks, optimize project costs, collaborate across disciplines, contribute to business development, drive continuous improvement, and establish her/himself as a thought leader in his/her area of work.
Project Planning and Design, Implementation:
- Collaborate with project teams to develop detailed engineering plans and designs.
- Conduct site visits, conducts assessments and assess project feasibility and gather the required data and information.
- Prepare drawings, blueprints, and technical specifications for construction projects.
- Focus on sustainable and environmentally friendly solutions for all infrastructure intervention like bioengineering, managing water, improving air quality, enhancing urban spaces, and promoting ecological health.
- Supervise and manage construction activities on-site to ensure adherence to design plans and quality standards.
- Finalize construction monitoring checklist and roll out to the village project committee (VPC) for monitoring and reporting.
- Monitor progress and provide technical guidance to construction teams.
- Conduct regular inspections and ensure compliance with safety regulations.
- Regularly report the progress and provide updates to all concerned.
Provide Technical Expertise and Guidance:
- Plan, design and implement project activities pertain to construction or projects that involve technical knowledge, input and expertise.
- Conduct regular technical training sessions for the technical and non-technical team to enhance their skills and knowledge.
- Review and provide feedback on complex engineering designs and projects to ensure adherence to best practices and industry standards.
- Participate in different technical forums when required and share good practices.
Budgeting and Cost Control:
- Assist in preparing project cost estimates and budgets for relevant activities in the project.
- Provide inputs for proposal development in fund raising and assessment.
- Monitor expenses and ensure that projects are executed within the approved budget.
- Monitor the expenses in the field level and ensure all the workers are receiving the wage in regular manner. Also, monitor the procurement to be in line with the project workplan.
Improve project efficiency and effectiveness through process optimization.
- Identify areas for process improvement within the engineering workflow and recommend streamlined approaches.
- Develop and implement standardized templates and tools to expedite project execution and reduce errors.
- Analyze project data and metrics to assess performance and efficiency, presenting findings and proposing strategies for enhancement.
Elevate quality assurance practices and deliverables.
- Establish and uphold stringent quality control measures across the engineering lifecycle to maintain quality assurance -leading by standards.
- Assist and perform regular audits of engineering projects to proactively identify and address potential issues.
- Create comprehensive documentation and reports on quality assurance activities to keep stakeholders informed.
Intra and Inter Project Coordination:
- Intra and inter-project coordination with relevant stakeholders for timely completion of project activities, reporting and updating.
- Ensure that all aspects of the project progress smoothly, efficiently, and in alignment with the project’s goals.
- Task assignment and tracking of the tasks involving project management tools, task boards, or other tracking systems.
- Resource Allocation including manpower, budget, and equipment to meet project requirements.
- Risk Management by identifying risks, assessing, and mitigating those risks within the project that may include risk assessment reports and contingency plans.
Quality Control and Assurance
- Inter-project coordination involves communication and collaboration between multiple projects or initiatives within an organization or across different organizations.
- Align efforts, avoid duplication of work, and promote efficient use of resources.
- Identification and management of dependencies and interfaces between different projects, ensuring that each project’s deliverables align with others.
- Cross-project communication is established and maintained between project teams and stakeholders from different projects to ensure communication and maintain quality.
Knowledge Sharing, Reporting and Monitoring:
- Mechanisms in place to facilitate the sharing of best practices, lessons learned, and valuable insights among various projects.

Required Skills and Experience:
Education:
- Advanced university degree (master’s degree or equivalent) in civil engineering is required.
- A first-level university degree (Bachelor´s degree) in Civil Engineering in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
- Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of relevant experience of working on construction projects.
- Experience working with engineering consulting firms and INGO/NGOs, UN agency funded projects is an asset.
- Experience of working in complex projects and ability to deliver in strict timelines with good quality is an asset.
- Sound writing, report-writing and articulating skills in English in development sector.
- Experience of working in multinational teams to implement programs involving different implementing partners is an asset.
- Experience working in the rural areas with strong facilitation and coordination skills is an asset.
- Cultural Sensitivity and capacity to work effectively in diverse settings with people from different backgrounds and cultures.

- Good command of office information technology and software suites (Microsoft Office)
- Candidate having strong knowledge/background of context in respective state/ region will have an advantage.

- Working experiences in UNDP field offices will be an advantage.
Required Languages:
- Fluency in English and Myanmar Language is required.
- Knowledge of other local languages will be an added advantage.
