ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world. As of Q3 2023, WFP delivered vital food assistance to 13.2 million people in need, provided nutrition support to 2.9 million children and women, and also contributed to education through its school feeding programme reaching 2 million schoolchildren.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP and SCMCHA are jointly managing two data centres for managing the beneficiary’s targeting registration and the distribution of entitlements.

The incumbent of this position will manage the operations at the datacentres, lead the coordination with SCMCHA technical team thus facilitating a fluid and compliant beneficiary registration and distribution process. The incumbent will also oversee the transfer management solution design and intervention support.

KEY ACCOUNTABILITIES (not all-inclusive)

 

  1. Lead and supervise the Digital solution sub-unit staff of the targeting and digital solutions Unit, implementing the required technology solutions to ensure the smooth implementation of country office targeting activities, ensuring the involvement of relevant stakeholders.
  2. Provide direct project management support during the implementation and roll-out of solution designs and their functionalities and processes by contributing to the elaboration of implementation plans, SOPs, budgets, planning, and procurement of required services and infrastructure.
  3. Take the lead in SCOPE transfer management solutions and functions, including intervention designs that align with the required delivery mechanism and redemption cycles.
  4. Implement and support the offline WFP technology solutions deployed at the Joint Data Centre(JOC) and work with the SCMCHA technical team to deliver solutions that are aligned with the signed agreement.
  5. Ensure efficient deployment and field technical support during targeting and redemption cycles to troubleshoot issues promptly or escalate for a 3rd level support.
  6. Design and implement short- and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.
  7. Ensure WFP assets and procurement are recorded in GEMS and maintain tracking and regular asset counts following organizational policy.
  8. Support learning and development efforts (e.g., on-site training, remote guidance) to WFP DS staff, service providers, and Partners in the implementation and use of SCOPE functionalities, processes, and infrastructure: Cooperating Partners, Financial Service Providers, Retailers, other contractors, etc.
  9. Support the Yemen CO on the dashboard solution design and support for reconciliation.
  10. Participate in technical discussions and negotiations with SCMCHA counterparts.
  11. Others as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Technology solution designs and implementation at the Joint data centre for the targeting activities.
  2. SCOPE intervention designs that take into account targeting methodology and available beneficiary/household indicators.
  3. Transaction servers are deployed to support the transfer management and reconciliation
  4. Registration kit preparations are configured and required Security policies are applied following the signed agreement ready for packaging.
  5. Coordinate and ensure that data of Beneficiaries successfully registered are uploaded to the middle servers at the JOC for RAM analysis.
  6. SCOPE is implemented and fully leveraged to enable the delivery of WFP assistance in a cost-efficient manner.
  7. SCOPE solutions are tailored to meet specific CO operational needs.
  8. Operational requirements are identified and appropriately resolved or escalated.
  9. New SCOPE functionalities and processes are successfully tested and rolled out when relevant.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Information technology, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: For holders of an advanced degree, 3 years of relevant work experience, and 5 years for holders of first-level university degree of progressively responsible experience in a humanitarian organisation, with demonstrable field experience dealing with Beneficiary Identity Management and large-scale beneficiary registration in complex operations. In-depth field experience in emergency contexts is highly desirable.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese is an added advantage.

TERMS AND CONDITIONS

  • The applicant shouldn’t be a Yemeni national.
  • This position is required for a period of consecutive 11 months with a possibility of extension subject to the operational needs and availability of funding in Yemen Country Office.
  • Consultancy contracts will be subject to a mandatory break in service after a period of service of 11 continuous months.
