icddr,b is a Bangladesh-based international health research institute that strives to solve key public health problems through high-quality scientific research and innovation. icddr,b as a values-based organization encourages women and people with disabilities.

The Program for HIV and AIDS under the Health System and Population Studies Division (HSPSD) at icddr,b provides good quality HIV prevention services to key populations at risk of HIV infection since 2010. This has been made possible by working with the Government of Bangladesh (GoB), donors, NGOs and CBOs. Recently, the Program for HIV and AIDS has taken several initiatives to reach Hard-to-reach community groups with an innovative service delivery approach.

Position Description:
The Medical Officer will report to the Programme Head of the project and will be responsible for planning, organizing, supervising and implementing the project activities, and overall supervision and monitoring, and maintaining the optimum quality of the clinical services to achieve the project goals and objectives following the project protocols and maintaining the organizational values and guidelines. S/he will be involved in–

  • Derive periodical work plans based on the project plan;
  • Collaborate with partners to derive individual work plans;
  • Resolve any queries; Monitor budgets and escalate issues if any;
  • Review the work plans periodically to make necessary changes based on field experiences to create a road map for achieving the overall project objectives within the prescribed timeline effectively and efficiently;
  • Review and monitor the progress of clinical services of all service centers via progress reports and monitoring reports;
  • Monitor monthly progress against the set work plan via progress reports and monitoring reports, review quarterly programmatic reports;
  • Conduct monitoring visits to different service centers from PR (icddr,b) to review the performance of on-site field staff;
  • Provide technical support to the project staff on all clinical services (STIs, HIV testing services, counselling, treatment care and support services of the PLHIV, and TB-HIV services);
  • Coordinate with partner agencies and NGOs to resolve any queries to maintain compliance with the work plan;
  • Receive, review and assess requisition of medicine and HIV test kits and arrange to distribute them at service centers at regular intervals and when required;
  • Conduct detailed data analysis (qualitative and quantitative), coordinate with the data management team to conduct scientific analysis, receive periodical reports and formative data from service centres and compile reports for donors, thus ensuring the quality HTS and STI-related data and LMIS information in coordination with the data management team and MIS team;
  • Organize and facilitate training for Medical Assistants on clinical services (STI, HIV, counselling, TB-HIV, ART etc.) to ensure quality HTS, STI and counselling services for the project beneficiaries and improve the technical capacity of Medical Assistants;
  • Develop and update project-specific guidelines, SOPs and reporting formats with the team members; provide technical support to any research study conducted among HIV and STI patients and also develop scientific manuscripts and research grants;
  • Monitor the activities of peer navigators at the field, and coordinate with a self-help group and ART centres to ensure proper linkage to treatment, care and support services at ART centres, and treatment adherence of the PLHIV;
  • Attend different visits conducted by LFA, ASP, oversight committee;
  • Coordinate with PM&E officers for visit reports and review the same;
  • Review the adherence to the visit schedule by PM&E officers;
  • Estimate financial and non-financial resource requirements;
  • Prepare manuscripts / research reports/ M&E reports based on research study;
  • Provide any required support to facilitate government events; Conduct regular visits to government officials in order to leverage relationships for seamless execution of the project;
  • Collaborate with PM&E team to prepare training materials;
  • Provide training to partner agencies on various aspects of monitoring and evaluation

Required qualifications and experience:

  • MBBS from a reputed Medical College with good academic records and Master’s degree in Public Health will be preferred;
  • At least 3 years of work experience in the public health arena with experiences of working with key populations at risk of HIV preferably with sexual minority people.

Location: Dhaka but frequent travel to the field sites outside Dhaka in different districts of Bangladesh.

Contract Type and Duration:

  • Fixed Term; duration will be 01 years with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

  • Annual Tk. 15,31,970/- inclusive of house rent, conveyance, and other admissible benefits;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
