JOB DESCRIPTION

Background

UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace, and Security, and to this end, UN Women has been working with governments, UN partners and civil society throughout the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women Libya has strengthened its presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests of the Libyan women across their diversities. Alongside supporting Women’s participation in peace processes on all levels, the program is also working to strengthen women’s access to justice and enhance the judicial response to violence against women and girls which is a violation of human rights and a major impediment to achieving gender equality, development and peace, enhance women political participation and gender equality.

Libya as a State party to the CEDAW Convention, ratified in 1989, has an obligation to take measures in the areas of prevention, protection, prosecution, and women’s political participation: art 7 and 8 of the CEDAW convention. Based on United Nations Security Council Resolution 2510 (2020) which adopted the conclusions of the Berlin conference, discussions of the Libyan Political Dialogue Forum (LPDF) were held in Tunis on 9 November 2020 under the auspices of UNSMIL. On the LPDF roadmap, the 75 members with 17 women, stated in Art 5-(6) “In the formation of the Government of National Unity, competency, merit, and fair representation of the political and geographic diversity shall be taken into account; participation of cultural components shall be guaranteed, and the importance of real representation of women and youth shall also be taken into consideration. The representation of women shall be no less than 30% of leadership positions of the Government (ministers or deputies)”. Furthermore, the LPDF 17 women issued a statement declaring: “In the formation of the executive authority, the real representation of women in leadership positions shall be taken into account. The representation of women shall be no less than 30% while providing all guarantees of competence, including technical expertise, academic qualification, and integrity”

To materialize the agreed goals of the above-mentioned initiative; UN Women Libya seeks to hire a Programme Officer to contribute to the effective management of the UN Women Governance programme in the Libya Country office by providing substantive inputs to programme design, formulation, implementation, and evaluation. The Programme officer guides and facilitates the delivery of UN Women Governance programme by monitoring results achieved during implementation ensuring appropriate application of systems and procedures and developing enhancements if necessary. The Programme officer works in close collaboration with other programme and operations teams, UN Women HQ personnel, Government officials, multi and bilateral donors, and civil society ensuring successful UN Women programme implementation under portfolio

Duties and Responsibilities

Under the overall supervision of the UN Women Tunisia & Libya Clustet Office Head of Office, and the direct supervision of the UN Women WPS Programme Analyst, the WPP Programme Officer is required to contribute to the effective management of UN Women programmes by providing substantive inputs to programme design, formulation, implementation, and evaluation, ensuring appropriate applications of systems and procedures. S/he will work to achieve the delivery of UN Women programmes in line with UN Women Libya Strategic Note 2023-202

Contribute technically to the development of programme strategies in the area of Women’s Political Participation and Governance

  • Provide inputs to the annual workplan and budget as required;
  • Implement programme activities.
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Identify sources, gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team;
  • Provide inputs for the audit of programmes/ projects and implement audit recommendations;
  • Provide technical inputs to the monitoring and reporting of the programme/ project ;
  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Provide technical inputs to the financial management of the WPS Programme Unit

  • Monitoring and preparation of the budget and the finances of programmes/projects;
  • Prepare PO packages for development projects events as required;
  • Support technically the creation of projects in Atlas, preparation of budget revisions, revision of project awards and status, determination of unutilized funds and the operational and financial closure of a project;

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Provide technical inputs to inter-agency coordination on Women’s Political Participation and Governance to achieve coherence and alignment of UN Women programmes with other partners in Libya.
  • Provide technical support to the Representative on inter-agency coordination-related activities by providing inputs to background reports and briefs. • Represent UN Women in WPP and governance working groups, including the PSEA, GTG, and South Coordination groups.
  • Support the coordination of missions to Libya, including going on regular missions to Libya to ensure programme implementation and maintaining the contact with national stakeholders. Advocacy, knowledge building/sharing and communication efforts
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on Women’s Political Participation and Governance in both Arabic and English.
  • Assist in the organization of trainings for the office staff and partners on programme and operations-related issues;
  • Support the team in the organization of local and regional events under the WPSHA Projects, with a particular focus on communication and visibility.
  • Coordinate with donors and relevant national Stakeholders.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Consultant’s Workplace and Official Travel This is an office-based consultancy based in Tripoli, with missions to Tunisia or with in the MENA region as needed.

Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UN Women. Payment will be made on a monthly basis. The consultant will need to submit a Monthly report, certification of payment and timesheet (templates to be provided).
