Background

This position is located within the UN Women Department of Management and Administration, Office of the Security & Safety Services Section. The Security and Safety Mainstreaming and Humanitarian Liaison Consultant reports directly to the UN Women Global Security Advisor. The role will be homebased, with a possible requirement for the consultant to travel. UN Women has completed the update and initial roll out implementation of Security and Safety Mainstreaming. This consultancy, will continue embedding Security and Safety mainstreaming through knowledge accross the organization, as well as further implement and update changes to align with new UN Security Management System (UNSMS) policies, Security Risk Management (SRM) challenges, both UN and UN Women Occupational Health and Safety (OHS) incorporation, and changes to UN Women programmatic processes. As UN Women’s humanitarian footprint increases, the consultant will be required to align processes and practices to ensure they are both adequate and coordinated for this function, through both internal and external liaison with humanitarian sector partners.

In line with the approved UN Women Security & Safety Services Section Biannual Work Plan (BWP); the Security and Safety Mainstreaming and Humanitarian Liaison Consultant, will support and assist the review and update the initiative, synthesizing the already developed tools and processes, whilst preparing as required improvements in response to organizational needs. The Security and Safety Mainstreaming and Humanitarian Liaison Consultant will assess existing outputs to assist in the development of a coherent internal strategic communications strategy for Security and Safety in the organization. The consultant will collaborate efforts within the UN Security Management System (UNSMS) and UN Women programme division initiatives.

The Security and Safety Mainstreaming and Humanitarian Liaison Consultant will be responsible for:

  1. Maintaining the regular assessment and update of the already developed UN Women Security and Safety Mainstreaming package (training package, manual, processes, communications, tools) in response to changing UN system and organizational needs or process modifications. The consultant will continue to support the promulgation of and delivery of the training package widely across the organization.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions and sections internally, utilizing all available mediums and will coordinate the completion of the below:

  • Support the update of information briefs, presentations, checklists etc. on security and safety mainstreaming for education sessions and meetings.
  • Support the update of the security and safety mainstreaming process, including the integration of security and safety mainstreaming into UN Women Planning Programme and Guidance Unit, workflow, and programme timeline.
  • Support the delivery of educational packages on Security and Safety Mainstreaming throughout HQ and field locations.
  • Assist in responding to enquiries with a significant understanding of security and safety mainstreaming and assist in the use and population of mainstreaming tools by all levels of personnel.
  • Actively participate in the assessment of key policy documents within the organization.
  • Assit in the assessment and adjustment of mainstreaming tools and processes, whilst applying any ICT additions and/or upgrades required to the tools identified.
  • Support ensuring that the Security and Safety Mainstreaming process is integrated into key relevant policy and guidance documents and update relevant content.

II. Assist in ensuring that UN Women Security and Safety Mainstreaming is aligned with the UNSMS, OSH and UN Women procedures and policies under the guidance of the UN Women Security Advisor.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions and sections internally, utilizing all available mediums and will coordinate the completion of the below:

  • Support the building of relationships whilst collaborating with UNSMS and UN Women representatives on related policies and adjust the security and safety mainstreaming processes and policies to meet the requirements of the wider UNSMS and UN Women.
  • Work alongside UNSMS entities, through Inter-Agency Security Management Network Working Groups, to assit the review of guidance and policies, to help ensure the full implementation of this within UN Women.

III. Support the reconfiguration, update and where and when necessary, the population of the UN Women Security & Safety Services Section Intranet portal, under the guidance of the UN Women Security Advisor.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions and sections internally, utilizing all available mediums and will support the coordination and the completion of the below:

  • Updating and understanding of Intranet portal to reflect security and safety mainstreaming tools, policies, and any other new developments for the Security & Safety Section and the UNSMS as required.
  • Update and develop intranet pages to cover the breath of areas covered by the security and safety services team.
  • Manage the content on existing intranet pages, ensuring it is updated in a timely manner.
  • Upload regular news updates and topics of interest onto the Security and Safety Service’s site.
  • Work alongside UN Women colleagues to collaborate on pages and content.

IV. Collaborate and support the coordination with the wider UN Security Management System (UNSMS) as an integral member of UN Women Security and Safety Services. The focus of which, will be toward facilitating the identification, development and delivery of specific gender orientated security information and coordination platforms.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions and sections internally, utilizing all available mediums and will support the coordination of the completion of the below:

  • Active participation in and leading in the Inter-Agency Strategic Communications Working Group on behalf of UN Women.
  • Liaison and coordination with the UN Department of Safety and Security and UNSMS partners specializing in security information.
  • Coordination and collaboration with organizations across the UNSMS to implement and lead on communications initiatives.
  • Support for the development of gender-orientated security information, coordination, and communication material.

V. Support the review, identification and development of a coherent internal strategic communications strategy for Security and Safety within the organization. Utilizing the previously developed Strategic Communications Plan, to identify tangible deliverables, assist in the development of an implementation strategy together with communications products, to increase security awareness among UN Women personnel, to embed mainstreaming as a mandatory process.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions, and sections internally, utilizing all available mediums and will coordinate the completion of the below:

  • Supporting the development of communication campaigns, establishing cohesive and coordinated channels of communication to reach and influence key audiences.
  • Assist in the production of communications products (including but not limited to, flyers, presentations, graphics, videos, multimedia materials, etc.).
  • Liaison and coordination with appropriate external bodies.
  • Liaison and coordination with all interested parties with regard to identified educational materials.

VI. Collaborate and assist coordination with the wider UNSMS and UN Women units and departments to respond to organizational needs for greater security and safety mainstreaming in humanitarian response programming.

Responsibilities: The Consultant will collaborate with all appropriate units, divisions and sections internally, utilizing all available mediums and will support and coordinate the completion of the below:

  • Updating and developing guidance documents to mainstream security and safety, with a particular focus on SRM, OHS and Business Continuity and Crisis Management, within humanitarian action programming.
  • The development of relevant intranet pages and communications products to support the mainstreaming process.
  • Liaison with UN Women units and review of policy and documentation for response programming to facilitate the necessary security and safety inclusions.
  • Identification and development of any tools or processes required.
  • Determination, feasibility and potential development of a focused training packages, simulation exercises, to reinforce conceptual implementation.

Required Skills and Experience

Required Skills and Experience
Master’s degree or equivalent in in security risk management, international relations or media/communications, security information management, political science, social sciences or related discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of two years of progressively responsible professional experience in security, safety, political science, international relations, communications, or related field.

A knowledge of the United Nations Security Management System and knowledge of established UN Women processes and or security mainstreaming concepts is an advantage. Whilst a knowledge of security and safety as a mainstreaming process will be considered an asset.

Language Requirements:

Written and oral fluency in English is required. Knowledge of another UN official working language is an asset.
