FHI 360 is currently recruiting for the position of Deputy Chief of Party – Operations (DCOP-Ops) for an anticipated USAID Mental Health Activity (MHA) in Ukraine. This five-year, $50-$100 million program, will be anchored in the development of a modern, evidence-informed, integrated mental health system that creates a framework for services offered across all levels of care—from self-care all the way to specialized services. This system will champion enhanced accountability, efficiency, and transparency to effectively address evolving mental health challenges during the war and recovery.
This position is contingent on donor funding.
Job Summary
The Deputy Chief of Party, Operations (DCOP-Ops) is responsible for supporting the Chief of Party (COP) in the overall financial and administrative management of the project. They will report to the Chief of Party (COP) and lead human resources, procurement, finance, compliance, information technology, security, and logistics. The DCOP-Ops will also support the COP by planning and directing schedules and monitoring the budget. They will provide day-to-day coordination of interdepartmental activities, ensuring completion of the project on schedule and within budget constraints.
The DCOP-Ops will lead selection and evaluation of personnel to ensure efficient project implementation. They will work closely with the COP and other management staff to ensure financial, administrative, contractual, logistical efficiency and compliance. They will serve as a liaison between staff and the organization’s administrative and enterprise services to maintain smooth operations between headquarters and the field office. They will oversee financial and administrative reporting, track compliance with award requirements, ensure sound accounting practices and procedures are in place, and provide regular updates to project and FHI 360 leadership staff on project operations. The DCOP-Ops will participate in regular project planning and will implement successful strategies to improve the quality of services, productivity, and cost efficiency and ensure the best value is obtained for all goods and services.
