Progress report on: • MLED in Bangladesh based on the findings of operational analysis on drug seizures leading to prosecution. • Participation in visibility efforts related to operational analysis conducted in the Eastern Indian Ocean. Progress report on Preparation, guidance and moderation of an event to launch the findings of operational analysis on drug trafficking study in Bangladesh, in partnership with the Bangladesh Department of Narcotics Control.

Duties and Responsibilities

Under the direct supervision of the UNODC GMCP Regional Programme Coordinator, Indian Ocean East Team, the consultant will deliver the following outputs: • Provide guidance on operational analyses initiatives and operational studies to better understand maritime criminal trends, and modus operandi in the Eastern Indian Ocean, in coordination with GMCP national researchers in Bangladesh, Maldives, and Sri Lanka. • Provide technical inputs and context-based expertise to strengthen cooperation with the Government of India, including but not limited to, the Ministry of External Affairs and Ministry of Defence to strengthen partnerships to promote maritime security and law enforcement in South Asia. • Identify, monitor and timely flag avenues for potential collaboration between GMCP Indian Ocean East and national counterparts in India, including criminal justice actors, including law enforcement, prosecution and the judiciary, in line with its mission and mandate. • Support the design of conference, workshops and/or events focused on strengthening maritime law enforcement in India.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in social sciences, maritime security or defense, oceanography and/or hydrography is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven (7) years of experience conducting operational analyses on maritime affairs, specifically on maritime criminality, maritime security and/or law enforcement, is required. Experience in using varied operational analyses methods (qualitative, quantitative, mixed) is required. Experience and competencies on IT Microsoft Office package, internet and web-based data management software is required. Experience working in the South Asian region in a similar position is desirable. A good understanding on the maritime domain in South Asia is required. Familiarity with the UNODC and/or UNODC’s Global Maritime Crime Programme (GMCP) is desirable. Strong interpersonal and communication skills including demonstrated tact in intercultural communication is required. Excellent writing skills is required. Ability to build trust across cultural lines is required. Planning and organisation skills is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
