JOB DETAIL

Generic Responsibilities:

  1. Adhere to NRC policies, guidance, and procedures.
  2. Contribute to organizational learning through provision of specific technical analysis, lessons learned and reports.
  3. Contribute to enhanced use of data in key learning moments such as Project and programme reviews, Theory of Change reviews as a part of strategy process.
  4. Develop training modules and provide specific technical learning or/and training for project staff.
  5. Design, roll out and maintain digital solutions and continuously seek to improve functionality and performance with support from the Monitoring, Evaluation and Learning Manager.
  6. Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardized information flows.
  7. Produce periodic documentation to share progress and learning.
  8. Ensuring systems /processes are in place to ensure high quality reporting for CCS in Output and Outcome monitoring of projects.
  9. Line manages AO IM staff and capacity building for area office IM staff.
  10. Ensure that NRC’s related activities are implemented within NRC’s Safe and Inclusive Programming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.

  1. Develop, establish, and maintain database management systems, online platforms, monitoring tools and data collection, Information Management tools and templates.
  2. Support analysis, reporting and visualization of data capture efforts by field teams.
  3. Conduct regular quality control of data, ensure that information is up to date.
  4. Capacity building, supervise and implement training of program staff on information management tools and processes, use of the data collection tools, IM systems.
  5. Support the Programme Department in new initiatives, should these arise during the employment period.
  6. Conduct and monitor surveys and assessments as needed.
  7. Support partner information needs through provision of data and mapping.
  8. Ensure that all data collection, storage, analyses, and dissemination is in line with NRC’s data protection principles.
  9. Contribute to ensuring that Information Management systems are up to date with latest indicators, targets and results.
  10. Prepare infographics, reports and dashboards on trends, developments, and data analysed. Establish and maintain a library of forms for common project cycle data capture activities.
  11. Perform any other activities requested by line manager

1. Professional Competencies:

Generic professional competencies for this position: 

  • Minimum of 3 years of overall experience in data management: development of databases, effective use of data management tools and solutions and data analysis.
  • University degree in computer science, social science, economics, statistics or in other related fields.
  • Experience with and knowledge of basic principles to monitoring and evaluation in relief and development. Particularly experience with management of data relevant to MEL
  • Understanding of data and information needs for program management and decision making and experience with development and roll out of data management tools in support of programme and MEL.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access). Advanced skills in Excel.
  • Strong Skills and experience in data analysis: and visualization and development of dashboards using data visualization software.
  • Strong skills in data processing and analysis: data cleaning and munging; data visualization, development of dashboards using data visualization software and reporting techniques.
  • Fluency in Portuguese and English, both spoken and written. Knowledge of additional local languages spoken in Cabo Delgado is a plus.

Context/specific skills, knowledge, and experience:

  • Experience with database management, ODK and/or with humanitarian information management.
  • Good knowledge in the management and coordination of information flows, data management including collection, storing, processing and analyzing data to generate information products.
  • Ability to formulate IM related technical requirements and Operating Procedures.
  • Proficiency in data visualization tools – Power BI is an asset.
  • Experience and proven interest in digital solutions and technologies.
  • Experience handling sensitive and confidential data.
  • Demonstrated understanding of different data collection methodologies.
  • Experience in conducting, organizing and managing assessments, surveys, and similar.
  • Advanced computer skills.
  • Willingness to work in a field environment.
