Job Purpose

 

Under the supervision of the Partnership, Project Coordination, and Office Operation Manager, the Procurement and Logistics Officer plays a pivotal role in ensuring smooth procurement processes, efficient stock room management, and timely shipping of goods. Additionally, this position oversees asset tagging, generates comprehensive reports, manages inventory, and handles insurance matters. Moreover, the Procurement and Logistics Officer will also support the logistical needs of hosted organizations, ensuring seamless operations and satisfaction of stakeholders’ requirements.

This position will be based at the IRRI Office in Hanoi Vietnam, and may only be filled by permanent citizens of Vietnam.

 

Roles and Responsibilities

 

  • Ensure adherence to IRRI’s procurement policies and procedures for all procurement activities
  • Efficiently manage the receipt, storage, and distribution of goods, maintaining accurate inventory records
  • Facilitate the shipping of goods, coordinating with relevant parties to ensure timely delivery
  • Perform asset tagging to track and manage organizational assets effectively
  • Generate detailed reports on procurement, logistics activities, and inventory levels
  • Ensure compliance with safety regulations in handling, storing, and transporting goods
  • Manage insurance matters like negotiation of prices, review of insurance policies and corresponding billings
  • Provide logistical support to hosted organizations, meeting their specific requirements
  • Collaborate with internal stakeholders to understand procurement needs and ensure timely fulfillment
  • Liaise with suppliers and vendors to negotiate contracts, terms, and pricing
  • Communicate effectively with team members and external partners to coordinate logistics and resolve issues
  • Stamp Goods Receipt for all incoming orders
  • Update Goods Receipt Notices google file for all incoming deliveries for pick-up by the Requisitioners
  • Register all inventoriable items in the OCS prior to barcoding
  • Reconcile inventory stock and conduct annual physical counts
  • Prepare and submit performance reports
  • Coordinate with insurance providers for asset insurance coverage and claims processing
  • Provide logistical support to hosted organizations, ensuring timely delivery and proper handling of goods
  • Ensure timely and complete submission of relevant documentation (e.g., invoices, receipts) to Accounting for payment processing

 

Qualifications

 

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, or related field
  • Minimum of 2 years of relevant experience in procurement, logistics, or supply chain management

 

Skills Required

 

Mandatory

  • Proficiency in procurement and inventory management software
  • Strong negotiation and vendor management skills
  • Excellent communication and interpersonal skills
  • Attention to detail and accuracy in procurement and logistics operations

Preferred

  • Master’s degree in Business Administration, Logistics, Supply Chain Management, or related field
  • Experience working with international organizations or donor-funded projects
  • Knowledge of customs regulations and import/export procedures
  • Fluency in Vietnamese and English languages
