ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To provide coordination, administrative services and research to support the efficient and effective procurement services.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.
  2. Coordinate administrative procurement activities in a timely and efficient manner, to support the procurement of food, goods, services, CBT, in line with WFP rules, regulations, policies.
  3. Proactively follow-up on procurement actions to avoid delays on procurement actions. Ensure deadlines are always met.
  4. Compile data, prepare and distribute documents, to implement successful procurement (e.g. review scope of work and requirements from requesting units, prepare tender packages, prepare evaluations documents, maintain records of procurement activities, take actions on SAP-WINGS and/or Tableau/DOTS, perform procurement actions on In-Tend, maintain records on internal databases and SharePoint).
  5. Prepare purchase orders, contracts, and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchases.
  6. Prepare, review, and share reports for the procurement unit, using technologies.
  7. Identify and recommend potential suppliers, and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
  8. Review, record and prioritise purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.
  9. Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP.
  10. Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
  11. Research, collect and analyse data in order to produce reports to enable informed decision-making by Procurement Officers, and consistency of information presented to stakeholders.
  12. Manage updates and further develop databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
  13. Maintain good working relations with internal and external stakeholders, on day-to-day basis.
  14. Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  15. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  16. Remain updated with the latest procurement policies and innovations.
  17. Support the development of standard operating procedures in procurement.
  18. Perform all activities in a timely and proactive manner, with high attention to details and minimum supervision.
  19. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Completion of secondary school education

Higher education in lieu of work experience

Relevant, completed university degrees may be considered in lieu of experience with the following conversions:

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022.

Minimum Work Experience:

  • At least 6 years of progressive relevant work experience out of which at least 3 years in procurement.

Desirable Work Experience:

  • Demonstrated knowledge and direct experience handling procurement processes (e.g. various procurement solicitation methods, evaluations, etc.).
  • Demonstrated familiarity with locally purchased commodities/goods/services (e.g., goods, services, constructions, food, cash-based transfers).

Knowledge & Skills:

  • Knowledge of locally purchased goods and services and procurement processes.
  • Ability to plan work priorities, and deliver results within the deadline.
  • Ability to identify data discrepancies and rectify problems requiring attention, under minimal supervision.
  • Experience in coordinating with multiple stakeholders.
  • Ability to maintain confidentiality.

Language:

  • Fluency in both oral and written communication in English, and local languages.
