Organizational Setting
The Department of Nuclear Sciences and Applications’ objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies.
These programmes are supported by eight laboratories in Seibersdorf, three in Monaco and one in Vienna. They support and implement activities that respond to the developmental needs of Member States through applied research and development, training and capacity-building, and technical and analytical services.
The operating environment is dynamic, interactive and participative with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.
Main Purpose
Under the direct supervision of the Deputy Director General, the Laboratory Operations and Outreach Coordinator will be responsible for coordinating day to day non programmatic operations of the NA laboratories; strategic planning ensuring laboratories are fit for purpose; and promoting partnerships and visibility.
Role
The Laboratory Operations and Outreach Coordinator plays several key roles: (i) adviser to the Deputy Director General on how to strengthen collaboration across the laboratories through the coordination of administrative tasks and ensure they are fit for purpose in the context of the IAEA priorities and flagship initiatives; (ii) facilitator, ensuring that operational and administrative tasks are consistently performed in compliance with IAEA regulatory framework and the Host Country regulations and agreements, to ensure safe and seamless implementation of laboratory activities; (iii) organizer, supporting the administrative tasks related to the implementation of capacity building programmes; (iv) coordinator working collaboratively within the Department, as well as with other departments and stakeholders, including private sector, to enhance partnerships, outreach and visibility; (v) manager, supervising a small team of professional and support staff related to this function.
Functions / Key Results Expected
• Advises the Deputy Director General on the long-term viability and sustainability of laboratories, ensuring that they are fit for purpose and respond to the needs of MS;
• In consultations with NA Senior Management, facilitates enhancement of partnerships and stakeholders engagement efforts, to enhance programme delivery, and support research and development activities at the NA laboratories;
• In consultations with NA Senior Management and in coordination with the TC Department, facilitates the preparation of the NA Laboratory Capacity Building Programme, and manages the operational side of educational and training programmes at the laboratories;
• Coordinates administrative matters with NA Senior Staff, as well as the Department of Management in conjunction with infrastructure planning and development, space usage, information technology and all safety issues including radiation safety and disposal, as well as the effective and efficient maintenance of the laboratories;
• Ensures that the operations of the NA laboratories comply with the IAEA regulatory framework, as well as the host country regulations and agreements;
• Represents NA in internal cost allocation processes related to the NA laboratories, supports the NA Laboratory Heads as liaison with MTGS on matters concerning the preparation and implementation of the MOSC and LOSC, and well as coordinates strategic plans for the sustainability of the laboratory operations;
• Enhances the visibility of the NA laboratories, NA programmes and the peaceful uses of nuclear science and technology with key stakeholders, including organizing and facilitating visits to the NA laboratories at Seibersdorf from Member States and counterparts/representatives and coordinates key events;
• Performs any other related duties as requested by the DDG-NA.

Qualifications, Experience and Language skills
Master’s Degree – Advanced university degree in business management, public administration or other related field.
Bachelor’s Degree – University degree in business management, public administration or other related field with additional two years of relevant experience may be considered in lieu of advanced university degree.
Minimum of ten years of relevant professional experience in planning and project coordination and implementation related to the duties and responsibilities of the post, including five years at the international level. Diplomatic skills in leading counterpart relations, client orientation and problem solving, as well as advocacy skills are required. Fluency in spoken and written English essential.
Familiarity with the IAEA Mission and knowledge of the IAEA NA Laboratory operations, and rules and procedures would be an advantage, as well as additional experience in the field of nuclear science and applications and knowledge of isotope and radiation applications.
A working knowledge of at least one additional official IAEA language (Arabic, Chinese, French, Russian or Spanish) and of German would be an advantage.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 53691*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
