This position is located in the Washington, DC Commuting Area in the USAID Annex, 500 D Street SW, Washington, DC, in the Bureau for Global Health, Office of Policy, Planning and Programs (OPPP), Program Implementation & Budget Management Division (PIBM) at the U.S. Agency for International Development (USAID).

Duties

  • Plan, establish, and direct a budget execution effectiveness program, encompassing extremely large, difficult, and diverse projects for a major bureau component.
  • Oversee program and technical staff in the preparation of activity documents, functional units, and activity statements.
  • Review and evaluates schedules and scopes of work and descriptive project data and funding for USAID briefing materials, Missions, regional Bureaus, and outside requests.
  • Provide guidance and assistance to the Division Chief in scheduling and conducting activity reviews and evaluations. Ensures compliance with USAID policies and Congressional mandates.
  • Serve as advisor on the relative merits of various approaches for implementing agency policies and strategies within funding restraints.
  • Serve as the primary agency technical authority with respect to regulatory impact upon a sensitive or rapidly evolving program.
  • Serve as a recognized authority in resource analysis in order to optimize the allocation for budgeting and financial management for the Bureau or at an Office level.

Specialized Experience:

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) experience in formulating program plans serving developing low- and middle-income countries and evaluating a budget in excess of $93 million; b) Planning, organizing, and completing project assignments to guide in the strategic preparation, budgeting, programming, and procurement functions.; AND c) utilizing financial accounting and financial data management systems, e.g., Phoenix, Prism, GLAAS (or equivalent systems) for review by senior team lead.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) experience in formulating and managing program plans serving developing low- and middle-income countries and evaluating a budget in excess of $93 million; b) Directing, planning, organizing, and completing health project assignments to guide strategic planning to include budgeting, programming, and procurement functions c) Reviews financial accounting and financial data management systems that include experience in, e.g., Phoenix, Prism, GLAAS (or equivalent systems); AND dexperience distributing funds according to the Congressionally approved Operational Plan to programs and activities across an executive service agency (or non-federal private sector equivalent).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position’s minimum requirements.
