Under the supervision of the SOFF Programme Management Officer and the overall guidance of the SOFF Director and in close collaboration with the SOFF Secretariat team and WMO Technical Authority, the consultant will perform the following tasks:

a) Develop unit cost references for GBON surface and upper air observations in developing countries, including unit costs for installing new systems, improving existing systems, operating and maintenance cost;

b) Update cost references for SOFF Investment phase funding based on implementation progress to date;

c) Prepare updated costing projections for SOFF Investment phase implementation;

d) Contribute to the review of private sector engagement in SOFF Readiness and Investment documents and identifying opportunities for private sector engagement as outlined in the GBON National Contribution plans;

e) Contribute to operationalize the SOFF private sector engagement models as part of the SOFF Investment Phase approach and through consultations with SOFF Implementing Entities;

f) Attend selected relevant meetings related to private sector engagement;

g) Provide strategic and technical advice for the design of the SOFF Compliance Framework developed by WMO Technical Authority and SOFF Secretariat;

h) Review and revise preliminary costing for SOFF Compliance for updated Compliance phase framework;

i) Carry out other relevant duties as required.

QUALIFICATIONS
Education
Advanced degree in meteorology, oceanography, hydrology, atmospheric and environmental sciences, physics, mathematics, geography, geophysics, or a closely related field.
Experience
More than 15 years of experience in international climate action and public and private partnerships in the context of investments in meteorological services and early warnings systems. Leadership experience with a National Meteorological and Hydrological Service and first-hand experience in observing systems. Experience in meteorology investments, in particular in SIDS and LDCs.
Other requirements
Knowledge and experience working on SOFF-related topics and with SOFF partners is highly desired. Knowledge of fundamental operational and scientific aspects of observations, meteorology and climate adaptation is essential.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Payband D : 620-750 USD per day excluding travel related costs
