The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization dedicated to our mission to save lives and reduce the burden of disease in low- and middle-income countries. We work at the invitation of governments to support them, as well as the private sector, to create and sustain high-quality health systems. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of significantly reducing the price of life-saving medicines and increasing access to these medicines in the countries most affected by the disease. Over the next two decades, CHAI expanded its focus to include various other global health initiatives.

Program and Position Overview
CHAI has been selected as the Principal Recipient (PR) of the new Global Fund grant (GC7) in DRC. This grant, totaling USD 290,841,637, will cover a period of three years, from October 1, 2024 to December 31, 2026.
The objectives of the GC7 are to:
As the Principal Recipient (PR), CHAI is responsible for setting up a dedicated management unit to organize, implement and monitor the project in order to achieve the assigned objectives.
For the launch of activities, CHAI DRC is recruiting a Gender and Human Rights Specialist. Under the supervision of the Deputy Program Manager TB/HIV & Community, this specialist will provide technical assistance in the management of the HIV/SGBV grant.

En tant que Principal Récipiendaire (PR), CHAI est responsable de la mise en place d’une unité de gestion dédiée pour organiser, mettre en œuvre et suivre le projet afin d’atteindre les objectifs assignés.
Pour le lancement des activités, CHAI RDC recrute un Spécialiste Genre et Droits Humains. Sous la supervision du Deputy Program Manager TB/VIH & Communautaire, ce spécialiste apportera une assistance technique dans la gestion de la subvention VIH/VSBG.
The Gender and Human Rights Specialist ensures the implementation and technical supervision of gender, human rights and HUBS activities.
This involves the following tasks:
· Provide technical support to address programmatic and data collection issues;
Develop annual, quarterly and monthly plans for its activities;
Analyze and validate quarterly DTPs and monitor their implementation;
Evaluate periodic implementation (monthly, quarterly and annual);
· Ensure the implementation of the referral and counter-referral system for beneficiaries of services offered to vulnerable populations in need of assistance;
· Ensure the functioning of the Hub(s) and other consultation framework meetings;
· Analyze the various data produced and programmatic reports and consolidate periodic reports: report of legal clinics, different Hubs, Gender, Rights, Human activities, green line;
· Develop the schedule and carry out quarterly monitoring missions of activities;
· Ensure the follow-up of the implementation of the recommendations resulting from the analysis of the various reports and the management measures of the FM;
Follow up on the updating of the database;
Produce monthly, quarterly and annual reports of these interventions;
Participate in technical meetings of the project;
· Issue opinions on the relevance of certain activities in the field and make proposals on optimal alternatives and improvements in approaches;
· Document the implementation of the grant and submit the weekly, monthly report of activities and any significant findings or facts addressed to the HIV & GDH Program Manager;
· Work in close collaboration with the other coordinators of the HIV, Gender and Human Rights program as well as the partners of the Ministry of Health, more specifically in the field of monitoring and evaluation (DPS, PNLS Divisions, PNMLS) at the intermediate and central levels;
· Represent the PR in thematic strategic meetings on Gender, Rights and Human (legal clinics, Green Line);
· Participate in the development of PU/PUDR;
· Participate in the consultation framework meetings of the interventions and
Le Spécialiste Genre et Droits et Humains assure la mise en œuvre et supervision technique des activités genre, droits humains et des HUBS.
Cela implique les tâches suivantes :
· Master’s degree in epidemiology, public health or related fields;
· At least 7 years of relevant professional experience in HIV, TB and Africa programs with recognized technicality and technical leadership in the field of HIV, gender and Human Rights;
· At least 5 years in monitoring and evaluation, including 3 years as a health project manager with experience working with government partners
· At least 5 years of experience in a position as a manager of HIV projects in Africa or health projects funded by the Global Fund, or other donors is a plus;
· Demonstrated experience in managing large and complex health programs with a focus on health system strengthening in fragile contexts;
· Ability to develop capacity, effectively supervise and build strong and positive working relationships with senior-level executives, national and international;
Excellent knowledge of the DRC health system;
A good understanding of the Global Fund’s rules and procedures;
Proven experience in database management and data quality;
· Proven ability in strategic planning and writing proposals and reports;
Ability to develop innovative approaches and solutions and solve problems;
· Excellent written and oral communication in French. Fluency in English is desired;
Good analytical and synthesis skills;
A good command of computer and communication tools;
Ability to work in a multi-stakeholder environment
