Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

SI has been working in Syria since 2012, and is today operating in North East Syria (NES) and North West Syria (NWS)

The NES programs provide an integrated assistance in the WASH, NFI, Shelter, FSL sectors to displaced populations and host communities affected by the conflict.

The NWS programs provide WASH and NFI/Winterization support to affected populations.

PRESENTATION OF THE AREA OF INTERVENTION

SI is implementing this project with its national partner IHSAN in continuation of several phases of multi-sectorial responses to basic needs in the Northwest of Syria (NWS). The proposed action applies a basic needs approach, by combining an integrated response package of Water, Sanitation, and Hygiene (WaSH) to IDPs and vulnerable members of host communities in A’zaz District, Jarablus District, Al Bab District. Idleb District, Maaret Tamsrin in Aleppo and Idleb Governorates

OBJECTIVES OF THE CONSULTANCY

The TPM’s main objective is to verify project outputs in both partners’ areas of intervention and ensure that implementation on the ground corresponds to implementation plan, strategy and technical specifications outlined in the project proposal.

Specifically, the TPM will be responsible for:

  • Direct observation and verification of implementation and implementation process at site;
  • Monitoring and verification of SI and IHSAN activities in locations where SI and IHSAN have limited or no access;
  • Provide objective evidence of works in the field, according to SI and IHSAN response strategy and activities planning;
  • Evaluate the processes and procedures in place to capture and address community concerns and inquiries, including complaints and feedback mechanism;
  • Determine whether the project addresses key needs as perceived by the community and local authorities;
  • Provide objective evidence of works in the field, according to SI and IHSAN response strategy and activities planning;
  • Situational analysis, identification of implementation and monitoring related challenges and providing recommendations to improve quality.

The proposed TPM focuses on the end stage of the project, in anticipation of the continuation of the response through another grant. The expected TPM services are not planned to be a continuous service spanning across a full project implementation period.

TPM DESIGN AND METHODOLOGY

The consultants or consulting firms interested to support SI and IHSAN on implementing Third Party Monitoring for the project are required to present a detailed TPM proposal including understanding of the TPM scope of work, proposed methodologies to respond to TPM objectives and a detailed plan for data collection plan in the field.

The TPM will be requested to monitor the following activities, with a specific focus on water supply and sanitation sub-sectors:

Water Supply:

  • Water pumping: conducted directly by SI and Ihsan field staff, combined with water quality monitoring to ensure quantity and quality of water provided meets specified guideline, including biological and FRC testing of water quality at several stages within the supply process (at borehole, at water truck level, communal water tank level, and household level). The TPM will verify amounts of water provided through water pumping as well as providing additional monitoring of water quality. Specific attention should be paid to verify that all targeted households have equitable access to appropriate amounts of water.
  • Rehabilitation of water networks: performed by a contractor and followed up by SI and Ihsan field team. The TPM will verify compliance with technical design and BOQs, as well as adherence to quality standards. Finally, the TPM should also seek to determine whether rehabilitation works have had positive and/or negative impact on targeted communities, both during and after implementation.

In addition to the above, the TPM should also verify that the implementation of both water pumping and water network rehabilitations are conducted in line with minimum safety and protection requirements. The TPM should also seek to determine whether both water supply approaches are aligned with and satisfactory for community needs, especially in the light of ongoing reluctance to shift from a water trucking to a water pumping approach in some of the locations targeted by SI and Ihsan.

Sanitation:

  • SI has hired a contractor to implement the technical designs, drawings and BoQs outlined for sewage network rehabilitation, installation of solar lighting for communal latrines and desludging service for existing septic tanks.
  • Ihsan (Idleb): Rehabilitation of existing toilet blocks and construction of new toilet blocks and septic tanks when needed and desludging services conducted by a supplier.

The TPM will be responsible for ensuring compliance of rehabilitation and construction works with technical designs and BOQ, specifically regarding latrine functionality and cleanliness as well as functionality of the sewage network. In addition, the TPM will also verify the extent to which rehabilitation and construction works were designed and implemented based on consultations with targeted communities, with a particular focus on the accessibility and safety of sanitation infrastructure. Finally, the TPM should also seek to determine whether rehabilitation and construction works have had positive and/or negative impact on targeted communities, both during and after implementation.

Cross-cutting:

  • The TPM should also seek to verify the presence, functionality, and accessibility of FCRM systems in locations targeted by both SI and Ihsan, and their alignment with minimum requirements regarding protection, accessibility and gender-sensitivity.

DELIVERABLES

The consultant or consulting firm is expected to produce the following deliverables:

  • TPM Inception Report, including detailed outline of the data collection methodology, data collection tools, data collection plan.
  • Field data collection completion report.
  • GPS stamped photographs and video evidence.

The draft final TPM report should be submitted within 7 working days after field work completion, and the final report integrating SI’s feedback and comments following 10 working days, including:

  • Executive summary (1-2 pages max)
  • Map of data collection points
  • Narrative report (maximum 15 pages, not including annexes) including:
  • A description of TPM Objectives, methodology and limitations.
  • A description of TPM findings with tables and charts as well as triangulation with qualitative findings.
  • Clear analysis for significant variance in findings for locations, categories of respondents, etc.
  • Where appropriate, a comparative analysis for results between baseline and TPM findings, and a quantitative description of actual construction and rehabilitation achievements.
  • A table with main conclusions, recommendations (separate short, medium and long term) and lessons learned.
  • Technical appendices: Containing the technical details of the TPM as well as the terms of reference, data collection tools, potential tables or graphs, references and other sources, list of interviewees, etc.
  • PowerPoint presentation on TPM findings to SI and donors.

PROFILE OF THE CONSULTANT / TEAM COMPOSITION

In general, the TPM consultant/ consulting firm will combine the following criteria:

  • A solid and diversified experience in Third Party Monitoring of humanitarian assistance activities and information management and information systems
  • A proven record of experience in conducting similar assignments, especially in NWS.
  • Experience in monitoring of emergency-based WASH related interventions (preferably in emergency context for reputed donor agencies and international organizations)
  • Strong knowledge on data collection, analysis, and protection
  • Experience on managing monitoring assignment in remote management settings
  • Full working knowledge of English and excellent report writing,
  • Full working knowledge of Arabic
  • A proven record of capacities to access and conduct monitoring works in both

targeted districts (Idlib and Azaz)
