JOB DESCRIPTION

 

The Internal Audit and Investigations Group (IAIG) reports to the Executive Director and is responsible for internal audit and investigations services to UNOPS and its affiliated entities. IAIG provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. IAIG also responds to allegations of misconduct by conducting and reporting on investigations. IAIG is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistleblowers, workplace harassment, sexual harassment, abuse of authority, violation or willful disregard of UNOPS regulations, rules, and administrative instructions, that involve UNOPS personnel, contractors and other applicable persons. In addition, IAIG undertakes proactive investigations in high risk areas that are susceptible to wrongdoings, fraud and corruption. IAIG conducts investigations in accordance with the Uniform Guidelines for Investigations, the UNOPS Legal Framework for Addressing Non-Compliance with UN Standards of Conduct dated May 2008, and the IAIG Investigation Guidelines.

 

1. Purpose and Scope of Assignment

Under the overall supervision of the Manager, the Digital Forensic Investigator is required to provide digital forensic investigative services to assist investigations in IAIG. For cases assigned to him or her, the consultant will:

  • Efficiently Plan, organize and conduct complex office and field based digital forensic investigations in cases of alleged misconduct, mismanagement, fraud, corruption, waste of resources, or violations of the UNOPS’ regulations, rules and operational instructions in accordance with IAIG standard operating procedures and in compliance with organizational regulations and rules.
  • Identify, collect, recover, analyze and preserve electronic evidence in a forensically sound manner.
  • Manage workflow of individual investigation cases within the set timelines by defining the parameters and timetable of digital forensic investigations.
  • Perform digital forensic analysis using validated techniques and methods.
  • Lead the preparation of detailed forensic analysis reports: thoroughly document all methods, tools and activities; ensure that results are accurate, reliable, repeatable, and verifiable; present findings in an objective, clear and concise manner.
  • Analyze digital forensic information.
  • Develop standard operating procedures and guidelines for recovery and handling of electronic evidence, digital forensic analysis and forensic reports.
  • Conduct peer reviews of forensic analysis reports.
  • Ensure correct interpretation and proper referencing of forensic analysis results by other investigative units.
  • Oversee or conduct regular training in Digital Forensic awareness.
  • Provide expert consultations and testimony for tribunals.
  • Conduct testing and maintain forensic equipment and tools.
  • Maintain proficiency with industry standard tools and practices.
  • Where needed, provide post-report support.
  • International travel to UNOPS’ offices, including field missions, may be required depending on the case. Such travel could include missions to hardship duty stations. Authorized travel expenses will be reimbursed in accordance with UNOPS official travel policy. Consultant to submit proof of travel to IAIG.
  • Perform other duties as required.

 

2. Monitoring and Progress controls

The consultant will be tasked and monitored by the Manager. All work product produced by the Consultant as a result of this engagement is owned by UNOPS and shall be submitted to the Manager. The consultant shall be responsible for quality work
The consultant will be assigned tasks based on the following factors:

  • The availability of the consultant to complete the task
  • The skill set of the consultant and the applicability of those skills to th task required The
  • location of the consultant and the applicability to the task require

3. Final Product

The consultant will assist with IAIG cases, including recovery and preservation of electronic evidence, forensic investigation of electronic resources, preparing digital forensic investigation report for use of IAIG in its final investigation report, contribute to and review of final investigation report in cases involving the use of electronic evidence.

 

Education

  • Master’s degree in law, political studies, digital forensics, computer science, information technology, information security, computer engineering or a related field.
  • Additional years of relevant work experience (2 years) in combination with relevant Bachelor’s degree, may be accepted in lieu of a Master’s degree.
  • A relevant technical diploma and/or industry certifications in computer science or a related field and qualifying experience may be accepted in lieu of the university degree.

Experience

Advertisement
  • A minimum of 5 years of progressively responsible experience in conducting digital forensic investigations.
  • A minimum of 2 years’ experience in conducting peer reviews of forensic analysis reports is required.
  • Experience at the international level is desirable.
  • Knowledge of UN policies, procedures and operations would be an asset, though not compulsory.
  • Experience in providing expert consultations or testimony for Tribunals or Court on digital forensic matters is desirable.

Knowledge and Skills

  • Skills in coordination of multiple investigations and delivery of planned outputs.
  • Familiarity with the use of various research methodologies and sources, including electronic sources and databases.
  • Ability to coach staff in collection and handling facts and evidence from digital devices.
  • Strong business acumen and strategic thinking.
  • Demonstrated knowledge of the latest digital forensic techniques (acquisition and analysis) applied to hard drives, electronic devices such as mobile phones, networking and encryption, principles and techniques of computer security investigation, etc.
  • Knowledge in the application or development of automated forensics scripts using PowerShell, Python, or other programming language, including EnScript Programming is highly desirable.
  • Desirable: Knowledge in application programming interface (API) analysis for forensics investigations is highly desirable.
  • Demonstrated familiarity with United Nations justice system is highly desirable.
  • Demonstrated expertise in theories, concepts and approaches relevant to investigations and practical use of investigation techniques.

Language

  • Fluency in English is required.
  • Knowledge of another UN language is an advantage.
