Office/Unit/Project Description 

The Global Programme for Electoral Cycle Support (GPECS) has become UNDP’s most important vehicle contributing to the formulation and implementation of electoral policy.  GPECS seeks to respond to the growing demands and to ensuring global coherence while balancing and responding to regional and country realities. The programme consists of country, regional, global and gender components that sustainably support policy development, knowledge management and programme support and that use a process-driven approach rather than an event-driven one.

In 2007, an EC-UNDP Joint Task Force (JTF) on Electoral Assistance was established in Brussels to further strengthen and facilitate the already existing EC-UNDP partnership in the field of electoral assistance, and to improve the overall efficiency and adherence of UNDP projects benefitting from European Union (EU) financial contributions to the common EC-UNDP strategic approach. The JTF monitors and supports the partnership, from the early formulation missions to the end of the contractual obligations; seeks policy convergence in both organization’s electoral assistance, including advocating adherence to UN and multilateral norms and standards; better positions UNDP with the EC in the domain of electoral assistance and related areas; encourages the professional development of EC and UNDP staff, and improves knowledge of the institutional aspects of electoral assistance projects.

One of the fruits of the longstanding partnership between the EU and UNDP is the “Sustaining Peace during Electoral Processes” (SELECT), which was designed by the JTF with the overall objective of building the capacity of both national electoral stakeholders and international partners in the area of electoral conflict prevention. Broadly speaking, it aims to increase global capacity to: a) identify risks factors that may affect elections; b) design programmes and activities specifically aimed at preventing and reducing the risk of violence; and c) implement operations related to the electoral processes in a conflict sensitive manner.

The Electoral Support and Digital Analyst will support electoral and governance projects around the globe contributing to capacity-building of both national electoral stakeholders and international partners. S/he must be self-motivated, with the capacity to take initiatives and work independently with an innovative approach to problem-solving. With excellent communications and analytical skills, s/he should be able to work concurrently on multiple activities, observing priorities, with attention to detail and deadlines to deliver required results

Duties and Responsibilities
  1. Support electoral and governance projects around the globe on issues related to conflict prevention, early warning, disinformation and parliamentary support, including the design and implementation of the projects.
  2. Guide on the design and implementation of digital initiatives related to Early Warning, information integrity and other systems comprised in the UNDP Governance Digital Kit 4 Dem portfolio & liaise and coordinate with the UNDP Chief Digital Office, UNDP Bureau for Policy and Programme Support and United Nations International Computing Center on the development and improvement of new features related to point 2 and the development and piloting/implementing of new digital tools.
  3. Support relevant UNDP and EU services in the drafting of project documents (including the definition of operational procedures, workplan and budget development, selection of personnel/contractors, monitoring and evaluation, and others);
  4. Conduct project formulation missions, following the DPPA-led NAM process, to design and produce project documents for UNDP Country Offices, in consultation with the UNDP Regional Electoral Advisers and the BPPS Electoral Advisor and Coordinator.
  5. Support with resource mobilization efforts for UNDP electoral assistance projects at country level, from the European Commission (geographical funds), the European External Action Service (Instrument for Stability and SPRING funds), EU Member States and other potential donors.
  6. Support the provision of advisory services to UNDP Country Offices in the area of electoral assistance, in coordination with Regional Electoral Advisors and HQ Advisors as appropriate.
  7. Liaise with UNDP Country Offices and EU delegations to promote the use of the Joint EC and UNDP Reporting and Visibility Guidelines for electoral assistance projects.
  8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangement

The Electoral Support and Digital Analyst will perform their duties under the overall guidance of BPPS Global Lead Democratic Institutions and Processes and the direct supervision of the BPPS Electoral Advisor and Coordinator, working in close collaboration with the various units within the Brussels Office (Directorate, Communications, Programmes, Bureaux, Operations).

Required Skills and Experience
Min. Education requirements
  • Advanced university degree (Master’s Degree or equivalent) in Political Sciences, International Relations, International Security, Development Studies or related fields is required; or
  • A first level university degree (Bachelor’s degree) in the above areas, in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience 
  • Minimum 2 years (with a Master’s degree) or 4 years (with a Bachelor’s degree) of relevant professional experience in the field of elections and conflict prevention.
Required  skills 
  • Experience in coordinating and developing digital solutions related to areas of electoral conflict prevention, information integrity and/or participation is an asset.
  • Experience working on global development questions with the UN/ UNDP, specifically on the implementation of elections-related projects in different countries and regions is an asset.
